Level of support for reputable people among ethnic minorities in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On November 23, 2023, the Prime Minister issued Decision 28/2023/QD-TTg amending a number of articles of Decision 12/2018/QD-TTg dated March 6, 2018 on criteria for selecting and recognizing reputable people and policies for reputable people among ethnic minorities.

1. Criteria for selecting reputable people among ethnic minorities in Vietnam

According to Clause 1, Article 4, Decision 12/2018/QD-TTg (amended in Decision 28/2023/QD-TTg), the criteria for selecting reputable people are as follows:

- Be a Vietnamese citizen, regardless of ethnicity, legally residing in Vietnam;

- You and your family are exemplary in complying with the Party's policies and guidelines, the State's policies and laws, and local regulations;

- Being a typical person with many meritorious contributions, contributing to patriotic emulation movements, hunger eradication and poverty reduction, protecting security and order, preserving cultural identity, and uniting ethnic groups;

- Understanding of traditional culture, ethnic customs, and practices; having close connections and influence within family lines, ethnic groups, and residential communities;

- Ability to propagate, mobilize, capture, process information, and gather ethnic minorities within a certain range through words, deeds, and behavior; trusted, trusted, listened to, and followed by people in the community.

2. Level of support for reputable people among ethnic minorities in Vietnam

Article 5 of Decision 12/2018/QD-TTg (amended in Decision 28/2023/QD-TTg), material support and spiritual encouragement for reputable people and policies for reputable people among ethnic minorities are as follows:

- Visiting and giving gifts on the occasion of Lunar New Year, New Year or traditional festivals of ethnic minorities in the province or city (hereinafter collectively referred to as the province) selected by the locality. Maximum spending is 500,000 VND/person/time and not more than 02 times/year.

- Reputable people who are sick and go for medical treatment, with confirmation from a State medical examination and treatment facility, are allowed to visit and receive support no more than 01 time/person/year. Maximum spending value:

+ 03 million VND/person/year for treatment at central-level facilities and equivalent;

+ 1.5 million VND/person/year for treatment at provincial and equivalent facilities;

+ 800,000 VND/person/year when treated at district facilities and equivalent;

+ 500,000 VND/person/year for treatment at commune-level facilities and equivalent.

- Visit and support households of reputable people who encounter unexpected difficulties due to incidents, natural disasters, and fires confirmed by the commune-level government where they reside. The maximum spending value is 02 million VND/household/year.

- Visit and encourage when reputable people and family members (father, mother, wife, husband, children) pass away. The spending level must not exceed 02 million VND/case for central agencies; no more than 01 million VND/case for provincial agencies; no more than 500,000 VND/case for district-level agencies.

3. Conditions and number of selections and recognitions of prestigious people among ethnic minorities in Vietnam

Pursuant to Clause 1, Article 4 of Decision 12/2018/QD-TTg (amended in Decision 28/2023/QD-TTg) stipulates the conditions and number of selections and recognitions of reputable people as follows:

- Each village in an ethnic minority and mountainous area or village of a commune, ward, or town (hereinafter collectively referred to as a commune) belonging to an ethnic minority and mountainous area, 01 (one) reputable person is selected and recognized;

- In case a new village is established due to the merger of the above-mentioned villages on January 15, 2024, the Chairman of the District People's Committee shall consider and decide on the number of reputable people selected and recognized, but not exceeding the total number of merged villages.
