Level of expenditure on specific activities in the Sustainable Forestry Development Program for the period of 2021-2025 in Vietnam (Internet image)
The Minister of Finance of Vietnam issued Circular 21/2023/TT-BTC dated April 14, 2023, on the management and use of non-business funds for the implementation of the Sustainable Forestry Development Program for the period of 2021–2025 (Program).
Specifically, in Clause 2, Article 14 of Circular 21/2023/TT-BTC, expenditure levels for the implementation of the contents and tasks specified in Section 2 shall comply with the current financial spending regime prescribed by competent state agencies.
Circular 21/2023/TT-BTC guides a number of specific spending levels, as follows:
- Expenses for travel expenses, conferences to carry out tasks: Comply with the provisions of Circular 40/2017/TT-BTC stipulating the regime of business trips and conferences;
- Expenses for training, and retraining for capacity improvement: comply with the provisions of Articles 4 and 5 of Circular 36/2018/TT-BTC guiding the estimation, management, use, and settlement of funds for the training and retraining of cadres, civil servants, and public employees;
- Expenses for the application of information technology to serve the professional activities of the contents of the Program:
Comply with the provisions of the law on management of investment in information technology applications using state budget capital and relevant laws; economic - technical norms in the field of information and communication;
- Expenses for investigation, survey, and statistics on professional content. The content and level of expenditure are as prescribed in Articles 3 and 4 of Circular 109/2016/TT-BTC on the estimation, management, use, and settlement of funds for the implementation of statistical surveys and national statistical censuses;
- Expenses for activities of scientific research nature serving the professional activities of the Program shall comply with the provisions of Circular 03/2023/TT-BTC on making estimates, managing, using, and settling state budget funds for performing science and technology tasks;
- Expenses for inspection, supervision, and evaluation of program implementation results: comply with the provisions of Circular 06/2007/TT-BTC guiding the making, management, and use of funds to ensure the inspection of the implementation of policies, strategies, master plans, and plans, and Circular 40/2017/TT-BTC stipulating the regime of working-trip allowances and conference expenses;
- Other contents, activities, and spending norms in accordance with relevant current laws.
According to Clause 1, Article 14 of Circular 21/2023/TT-BTC, the expenditure on the contents and tasks of implementing activities and projects with a specific nature to implement the Program according to the provisions of Clause 1, Article 15 of Circular 12/2022/TT-BNNPTNT, specifically as follows:
- Forest fire prevention and fighting; building, completing, and operating a forest monitoring system that automatically detects forest fires and deforestation;
Capacity building training for rangers and forest protection forces; patrolling to prevent deforestation and handle violations in the forestry sector; forest inventory, forest statistics, monitoring of changes in forest resources;
- Collecting specimens of forest creatures; protecting and developing precious and rare endangered species of forest plants and animals; conserving and monitoring the biodiversity of forest ecosystems; rescuing endangered forest animals and plants; Environmental Education; Museum; Prevent and Control Forest Pests; Measure and Plant Boundary Markers in Forest Areas;
- Capacity building on sustainable forest management;
- Investigating, evaluating, and monitoring national forest resources; application of advanced and modern technologies in management, investigation, and monitoring of forest resources; development of industry management information systems and digital transformation in the forestry sector;
- Tasks and solutions for the implementation of the Strategy, Program, Scheme and Project approved by the competent authority;
- Checking, monitoring, and evaluating the Program; improving the capacity for monitoring and evaluating the implementation of the forestry sector; and other activities approved by the competent authority.
Circular 21/2023/TT-BTC takes effect from June 1, 2023.
