The Vietnam General Confederation of Labor has Plan 266/KH-TLD on October 26, 2022, on organizing activities to care for union members and workers on the occasion of Lunar New Year 2023.

1. Subjects and level of care and support for union members and employees during Lunar New Year 2023 in Vietnam

1.1. Union members and workers will be taken care of during the 2023 Lunar New Year

(1) Union members (members) and workers (employees) in difficult circumstances are allocated to take care of them (equal to 10% of the total number of union members the unit is managing); funding for implementation will come from reserve funds and use existing regular operating funds to care for employees and workers in difficult circumstances.

(2) Members and workers in particularly difficult circumstances continue to be visited and given private gifts by the General Confederation with the participation of leaders of the Party, State, Vietnam Fatherland Front, General Confederation, departments, ministries, central branches, and local leaders.

1.2. Level of care and support for union members and employees during Lunar New Year 2023

- Grassroots trade union: Based on existing resources, decide on the level of spending to care for union members and workers.

- Level of support for the number of union members and workers of the Provincial and City Federation of Labor; the Central industry union and equivalent; the Corporation's Trade Union under the General Confederation; and the direct superior union at the grassroots level for subjects (1): 500,000 VND/person paid in cash.

- Level of support for employees and staff at units with socialized revenue, balancing revenue and regular expenses during the year: the level of support can be proactively spent higher; the higher part can be in cash or in kind.

- Level of support from members and workers at provincial and city Labor Federations; Central industry unions and equivalent, Corporation Trade Unions directly under the General Confederation have a regular operating fund balance at level 2 and level 3 estimated at December 31, 2022 of less than 15 billion VND: Report to the Standing Committee of the General Confederation's Presidium to consider support.

- Level of support for employees and employees subject to (2): planning to visit and give private gifts.

- The level of support of members and employees for activities organized during the Lunar New Year of the Cat 2023 has a separate plan for the General Confederation, which will be spent from the regular operating fund at the General Confederation level.

- The level of support of members and workers for activities of inviting Party and State leaders to visit, give New Year wishes, give gifts, and encourage members and workers on the occasion of the Lunar New Year of the Cat 2023, the General Confederation prepares gifts including: 1 million VND in cash and 300,000 VND in kind (necessities to serve Tet needs).

2. Activities to care for union members and employees during the 2023 Lunar New Year in Vietnam

(1) Organize visits, give gifts, encourage and wish New Year to union members and workers with the participation of Party and State leaders, Vietnam Fatherland Front, General Confederation, departments, ministries, central branches, and local leaders.

In particular, special attention is paid to union members and workers in particularly difficult circumstances, suffering from serious diseases, occupational diseases, labor accidents, unemployment, job loss, natural disasters, storms, and floods.

(2) Trade unions at all levels proactively participate with competent authorities to firmly grasp the situation and inspect and supervise employers in implementing legal regulations on wages and bonuses. in the Tet.

In addition, promptly detect and have solutions to ensure the rights of union members and workers in enterprises facing difficulties, unpaid wages, inability to pay bonuses, or owners who have fled, dissolved, or gone bankrupt.

(3) Strengthen dialogue and negotiation activities on taking care of the material and spiritual lives of union members and workers.

Implement measures to detect and prevent labor disputes, stop collective work arising during Tet, and participate in timely and effective handling, contributing to ensuring security and order in the locality.

(4) Organize the "Trade Union Tet Market 2023" Program in localities with many union members and workers; there are many ethnic minorities in the midland, mountainous, and border areas, in order to provide essential goods at preferential prices and organize spring activities; free consultation, health check-up, medicine dispensing;...

(The General Confederation plans to directly organize 15–25 "Trade Union Tet Market 2023" programs).

(5) Organize the "Tet Reunion - Spring Together" Program focusing on grassroots and direct superiors (industrial parks, export processing zones, economic zones),
at enterprises, where there are many union members and workers, in accordance with the actual situation.

(6) Organize transportation, pick up or support all or part of train, bus, plane tickets, and vehicles to transport union members, workers who want to return home to celebrate Tet, return to work safely, conveniently, and thoughtfully.

(7) Organize activities to celebrate Spring, welcome Tet, visit and encourage union members and workers who cannot return home to celebrate Tet in a warm, joyful manner, bearing the mark of the Trade Union organization.

In case there are many union members and workers who do not return home to celebrate Tet, organize activities appropriate to the conditions of each locality, unit, and enterprise.

(8) Strengthen socialization of resources to support union members and disadvantaged workers, help workers stay with businesses to celebrate Tet and accompany employers to restore production and business.

(9) Regularly grasp the thoughts and aspirations of union members and workers in a timely manner.

Propagate and mobilize union members and workers to celebrate Tet and enjoy Spring economically, safely, comply with legal regulations, and return to work on time; Fully implement the instructions and regulations of the Ministry of Health on COVID-19 epidemic prevention and control.

(10) Communicate widely, quickly, and promptly about Tet care activities for union members and workers at all trade union levels and the activities of leaders of the Party, State, and Vietnam Fatherland Front, the General Confederation, departments, ministries, and central branches that visit, give gifts, encourage, and wish New Year to union members and workers in the media, mass media, and communication channels of trade unions at all levels, especially on social media platforms.
