Level of Autonomy and Minimum Responsibilities Required for the Pharmacy Department at the College Level

Circulation 54/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in health and social services fields took effect from February 10, 2019.

Under the provisions of the minimum volume of knowledge and competency requirements that learners must achieve after graduating from the intermediate and college level in the pharmacy profession issued with Circular 54/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating from the college level in pharmacy is as follows:

- Comply with principles, standard operating procedures (SOP), GPs, and ISO in the pharmaceutical field;

- Comply with regulations on labor safety, usage, and maintenance of facilities and equipment;

- Comply with principles regarding the use of equipment in the pharmaceutical sector;

- Take responsibility for the process of drug-cosmetic-food testing;

- Take responsibility for drug quality during the processes of production, storage, preservation, transportation, distribution, sale of drugs – cosmetics – functional foods – common medical supplies – herbal medicines – chemicals;

- Take responsibility for the selection, procurement, distribution, and guidance on the safe, reasonable, and effective use of drugs – cosmetics – foods;

- Be capable of working independently or organizing group work;

- Be capable of resolving complex work issues in changing working conditions;

- Be dedicated to the cause of caring for, protecting, and improving public health, wholeheartedly serving patients;

- Adhere to professional ethics, practice according to legal regulations, be honest, objective; preserve and promote the good traditions of the profession;

- Guide and supervise subordinates in performing their tasks.
