On October 3, 2011, the Ministry of Public Security issued Circular 66/2011/TT-BCA stipulating the formulation, promulgation, inspection, and handling of legislative documents within the People's Public Security Force in Vietnam.

Article 9 of Circular 66/2011/TT-BCA stipulates the implementation of review and systematization of legislative documents as follows:
Legislative documents related to the field of security and order protection must be regularly reviewed and periodically systematized. Based on the review results, identify the legislative documents that need amendment, supplementation, or new construction to report to the Ministry's leadership for decision to include in the Ministry's annual legal normative document construction program or to propose competent authorities to include them in the National Assembly, the Government of Vietnam's legal normative document construction program.
Every 3 (three) months, the Legal Department is responsible for compiling and systematizing legislative documents issued by the Minister or competent authorities related to security and order to edit, publish, and distribute to police units and localities.
Every 6 (six) months, the Legal Department is responsible for presiding, cooperating with related units to review and protect the Minister’s decision to announce the list of legislative documents in the field of security and order that have expired or are no longer suitable to the actual situation.
Every 5 (five) years, the Legal Department is responsible for presiding, cooperating with related units to systematize legislative documents by topic, field, and enforceable legal provisions issued by the National Assembly, the Standing Committee of the National Assembly, the President, the Government of Vietnam, the Prime Minister of the Government of Vietnam, Ministers, and heads of ministerial-level agencies related to the field of security and order.
