On December 30, 2019, the Ministry of Health officially issued Circular 34/2019/TT-BYT regulating the organization of military-civilian medical examination and treatment facilities and the organization directing activities combining military-civilian medicine.
The legal status of military-civilian medical examination and treatment facilities is stipulated by the Ministry of Health in Clause 1, Article 4 of Circular 34/2019/TT-BYT according to the types of organization of military-civilian medical examination and treatment facilities, specifically as follows:

- Military-civilian hospital is a public service provider of public healthcare under the management of military units. For military-civilian hospitals organized based on district-level hospitals in cooperation with military medical forces in the area, they are public service providers of public healthcare under the Department of Health;
- Military-civilian health clinic is a healthcare facility under regimental-level military units and above, directly managed administratively by the unit commanders and professionally by higher-level military medical authorities;
- Military-civilian medical center is a public service provider of public healthcare under the Department of Health;
- Military-civilian health station is a public healthcare facility under the District Medical Center, organized based on the commune health station in cooperation with military medical forces in the area.
Regarding the functions and duties of military-civilian medical examination and treatment facilities, they are carried out according to this Circular as follows:
- Organize first aid, transport, medical examination, and treatment for the people and the army in the area within the scope of expertise approved by the competent authority;- Organize disease prevention, conduct hygiene and disease prevention education for the people and the army in the area;- Organize forces, ready to mobilize all or part of the unit's resources for organizing first aid, transport, reception, and treatment of patients in natural disasters, catastrophes, and mass casualty situations;- Organize training, professional practice, and medical disaster training for healthcare workers in the area;- Periodically or unexpectedly organize medical examination and treatment for policy beneficiaries; participate in civil mobilization and foreign relations work in border and island areas;- Participate in implementing healthcare programs as assigned by competent authorities;- Perform statistical work and report as prescribed;- Other tasks assigned by competent authorities according to the law.
