On October 26, 2017, the Government of Vietnam issued Decree 118/2017/ND-CP on stipulating functions, tasks, powers, and organizational structure of the Vietnam News Agency.

In Article 4 of Decree 118, the leadership structure of the Vietnam News Agency is stipulated as follows:

- The Vietnam News Agency has a Director General and no more than 04 Deputy Directors General.- The Director General and Deputy Directors General of the Vietnam News Agency are appointed and dismissed by the Prime Minister according to the provisions of the law.- The Director General is accountable to the Government of Vietnam, the Prime Minister, and the law for all operations of the Vietnam News Agency. The Deputy Directors General assist the Director General and are accountable to the Director General and the law for the tasks assigned to them.- The Director General appoints and dismisses the heads, deputy heads of units, and stipulates the functions, tasks, powers, organizational structure, and working relationships of the subordinate units.
