Leadership Structure of the Provincial Reproductive Health Care Center

Recently, the Ministry of Health issued Circular 59/2015/TT-BYT regulating the functions, tasks, powers, and organizational structure of the Reproductive Health Care Centers of provinces and cities under the Central government.

According to Circular 59/2015/TT-BYT, the Provincial Reproductive Health Care Center, centrally governed cities and provinces (hereinafter collectively referred to as the Provincial Reproductive Health Care Center) is a public health service provider under the Department of Health. It functions to assist the Director of the Department of Health in directing and organizing state management tasks, professional and technical tasks related to reproductive health care within the province; organizes the execution of public health services as prescribed by law.

It specifically outlines the organizational leadership structure of the Provincial Reproductive Health Care Center as follows:

- The Provincial Reproductive Health Care Center has a Director and Deputy Directors as prescribed by law.- The Director of the Provincial Reproductive Health Care Center is responsible to the Director of the Department of Health and the law for all activities of the Center.- Deputy Directors assist the Director and are in charge of one or more fields of work assigned by the Director; they are accountable to the Director and to the law for their assigned tasks. When the Director is absent, one Deputy Director is authorized by the Director to oversee Center operations.- The appointment and dismissal of the Director and Deputy Directors of the Provincial Reproductive Health Care Center are carried out according to legal provisions and personnel management decentralization by the Provincial People's Committee.

In addition, the Provincial Reproductive Health Care Center must be subject to the direction and management regarding organizational activities and resources by the Department of Health; and at the same time, must be subject to the direction, inspection, supervision, and guidance on professional and operational matters by the Ministry of Health.
