On June 14, 2020, the National Assembly officially passed the Education Law 2019. One of the noteworthy contents in this Law is the additional regulations concerning non-profit private schools.

FULL TEXT OF EDUCATION LAW 2019
Alongside the current types of public schools, people-founded schools, and private schools as regulated in Education Law 2005, the Education Law 2019 has added provisions regarding non-profit private schools.
To be specific, a non-profit private school is an institution where the investor commits to and fulfills their commitment to operate not for profit, as stated in its establishment decision or the decision to convert school type; it operates on a non-profit basis, does not withdraw capital, and does not earn dividends. Annual accumulated profits are collectively owned and indivisible for reinvestment and school development.
At the same time, the Law also adds principles for converting school types within the national education system as follows:
- Only converting a private school type to a non-profit private school type.
- Complying with the regulations of the charter, organization, and operation of school types at each educational level and training degree.
- Ensuring the rights of teachers, lecturers, educational administrators, employees, and students.
- Preventing loss of land, capital, and assets.
Additionally, the Education Law 2019 also prescribes provisions on school councils applicable to public schools, people-founded schools, and private schools, and specifies the functions and compositions of school councils for each type concerning preschool education and general education.
