Regarding this issue, LawNet would like to answer as follows:
The Ministry of Education and Training of Vietnam issued Circular 08/2023/TT-BGDDT dated April 14, 2023, amending Circulars 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT stipulating codes and standards for professional titles and appointing and ranking teaching staff in public preschool and general education institutions.
Circular 08/2023/TT-BGDDT amends the regulations on standards for training and fostering qualifications of public high school teachers in Circular 04/2021/TT-BGDDT as follows:
Specifically, in Clause 3, Article 3 of Circular 04/2021/TT-BGDDT (amended in Circular 08/2023/TT-BGDDT), the standards for training and retraining qualifications of grade III high school teachers are as follows:
- Having a bachelor's degree or higher in the field of teacher training for high school teachers.
If the subject is not enough, the teacher must have a bachelor's degree in the field of teacher training, a bachelor's degree in a relevant discipline, and a certificate of pedagogical training for high school teachers, according to the program promulgated by the Minister of Education and Training;
- Having a certificate of training according to the professional title standards of a high school teacher.
(Currently, according to Circular 04/2021/TT-BGDDT, grade III high school teachers are required to have training certificates according to the professional title standards for grade III high school teachers (for high school teachers who are newly recruited as Grade III high school teachers, they must have a certificate within 36 months from the date of recruitment))
Regarding standards for training and retraining qualifications, grade II high school teachers need to meet the conditions specified in Clause 3, Article 4 of Circular 04/2021/TT-BGDDT (as amended in Circular 08/2023/TT-BGDDT), specifically as follows:
- Having a bachelor's degree or higher in the field of teacher training for high school teachers.
If the subject is not enough, the teacher must have a bachelor's degree in the field of teacher training, a bachelor's degree in a relevant discipline, and a certificate of pedagogical training for high school teachers, according to the program promulgated by the Minister of Education and Training;
- Having a certificate of training according to the professional title standards of a high school teacher.
(Circular 04/2021/TT-BGDDT stipulates that it is necessary to have a certificate of training according to the professional title standards of a class II high school teacher.)
The latest standards of training and retraining for high school teachers in Grade I are as follows:
- Possessing a master's degree or higher in the field of teacher training for high school teachers, or having a master's degree or higher in a discipline relevant to the subject taught, or having a master's degree in educational management or higher;
- Having a certificate of training according to the professional title standards of a high school teacher.
(Before the amendment in Circular 08/2023/TT-BGDDT, Circular 04/2021/TT-BGDDT required grade I high school teachers to have a certificate of training according to the professional title standards of a class I high school teacher.)

Specifically, in Clause 1, Article 4 of Circular 08/2023/TT-BGDDT, the standards of professional ethics for public high school teachers have been added compared to Circular 04/2021/TT-BGDDT as follows:
- Abide by the guidelines and policies of the Party, the laws of the State, the regulations of the sector, and the locality on upper secondary education.
- Regularly cultivate ethics, uphold the sense of responsibility, and preserve the quality, honor, and prestige of teachers; serve as a role model for students.
- Love, fair treatment, and respect for students; protect the legitimate rights and interests of students; unite and help colleagues.
- Strictly comply with regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.
Circular 08/2023/TT-BGDDT takes effect from May 30, 2023.
