From August 1, 2024, the new sample of the Certificate of land use rights and ownership of property affixed to the land will be applied according to the form specified in Circular 10/2024/TT-BTNMT.

On July 31, 2024, the Minister of Natural Resources and Environment issued Circular 10/2024/TT-BTNMT regulating cadastral records, the Certificates of land use rights, and the ownership of assets attached to land.
The sample for the Certificate of land use rights and ownership of property affixed to the land from August 1, 2024, will follow FormNo. 04/DK-GCN of Appendix No. 01 issued with Circular 10/2024/TT-BTNMT.
The Certificates of land use rights, commonly known as the "red book/pink book," will consist of one (01) sheet with two (02) pages, printed with a bronze drum pattern background, lotus pink color, dimensions of 210 mm x 297 mm, featuring the National Emblem, the National Title, the phrase "Certificates of land use rights, Ownership of House, and Other Assets Attached to Land," the certificate serial number comprising 02 Vietnamese letters and 08 digits, the phrase "Detailed information shown at the QR code," the certificate issuance log number, and notes for the certificate holder.
The Certificates of land use rights will contain the following details:
- Page 1 includes: National Emblem, National Title; the phrase "Certificates of land use rights, Ownership of House, and Other Assets Attached to Land" in red; QR code; certificate code; section "1. Land User, Asset Owner Attached to Land:"; section "2. Parcel Information:"; section "3. Information on Assets Attached to Land:"; location, date of issuance, and issuing authority; certificate serial number; the phrase "Detailed information shown at the QR code”;
- Page 2 includes: section "4. Parcel Diagram, Assets Attached to Land:"; section "5. Notes:"; section "6. Changes After Issuance of Certificate:"; certificate issuance log number; notes for the certificate holder;
- The content and format detailing information on the Certificates of land use rights, the ownership of assets attached to land shall be executed according to Template No. 04/DK-GCN of Appendix No. 01 issued with Circular 10/2024/TT-BTNMT.

The Certificates of land use rights, the Certificate of House Ownership and Residential Land Use Rights, the Certificate of House Ownership, the Certificate of Construction Work Ownership, the Certificate of Land Use Rights, the Certificate of House Ownership, and Other Assets Attached to Land issued according to land law, housing law, construction law before August 1, 2024, remain legally valid and do not need to be switched to the new Certificates of land use rights, the ownership of assets attached to land; however, if needed, they can be replaced with the new Certificates of land use rights according to the regulation in the Land Law 2024.
In cases where the Certificates of land use rights, the Certificate of House Ownership and Residential Land Use Rights, the Certificate of Land Use Rights, the Certificate of House Ownership, and Other Assets Attached to Land were issued to a household representative before August 1, 2024, if the family members with co-ownership of the land wish, they can apply for the new Certificates of land use rights and have all members with co-ownership listed.
Determining the family members with co-ownership rights of the household to be listed on the Certificates of land use rights shall be agreed upon by these members and they shall be responsible before the law.
Based on the above regulations, the red book issued before August 1, 2024, can still be used and there is no mandatory requirement to switch to the new red book template according to the Land Law 2024.
