The Minister of Public Security issued Circular 47/2022/TT-BCA regulating the internal regulations of reformatories.

Latest regulations on reformatories in Vietnam (Internet image)

To maintain discipline and create a safe and healthy educational environment for students to comply with the decision to be sent to reformatories, the Minister of Public Security stipulates the Reformatory School Rules as follows:

1. Regulations that reformatory students must strictly comply with in Vietnam

- Regarding orders and time:

+ Strictly and absolutely obey orders, signals, instructions, and instructions of reformatory school officials and teachers;

+ Comply with regulations on time for studying, working, living, culture, arts, physical education, sports, play and entertainment;

+ When the order to assemble is given, you must quickly line up in classes, teams, and groups and not cause disorder.

- Regarding ceremonies:

+ When communicating, students must use Vietnamese (except for those who do not know Vietnamese);

+ Prefer the teaches as “thầy” (sir) hoặc “cô” (madam) and use “em” to reformatory school officials and teachers; calling other students “bạn”, “em”, “anh” or “chị” (you); For guests visiting or working at the reformatory, depending on age, students should address themselves in accordance with Vietnamese customs and cultural traditions;

+ Must say “vâng”, “dạ”, “thưa” when talking to older people; know how to say “cám ơn”, “xin lỗi”  ("thank you", "sorry") at the right time. When you hear your name called, you must answer "Có" ("present");

+ When meeting officials or guests visiting or working at the reformatory, students must take off their hats, stand strictly at a distance of 03 meters, and say hello. In case a class (team, group) of students meets officials or visitors to work,
Depending on the specific situation in the study, labor, or vocational area, the class (team, group) leader calls all students to stand at attention or sit in their seats.
On behalf of the class (team) to greet and report, officials or guests must take down their hats or hold them in their right hand while standing at attention;

+ When entering or exiting the gate, if going in a class (team, group), then walk in double rows, take off the hat or hold it in the right hand for the row going to the right, and hold it in the left hand for the row going to the left. The class (team, group) leader must clearly report the name of the class (team, group) and the number of people to the responsible officer.

- Regarding order, internal affairs, food, accommodation, medical examination, and treatment:

+ Eat and sleep on time, in the right place, and do not cause disorder;

+ Maintain personal hygiene; maintain cleanliness of rooms and common living areas; bring necessary personal items to the room according to the regulations of the principal of the reformatory; Personal belongings must be folded, stacked neatly and orderly, and placed in the right place;

+ Male students should keep their hair short and neat, without beards or mustaches. Female students keep their hair neat;

+ Carry out disease prevention, examination, and treatment according to the instructions of reformatory school officials and teachers.

- Regarding costumes:

+ Wear uniforms, shoes, or slippers when participating in cultural classes, vocational training, visiting relatives, and other activities as required by the reformatory;

+ Wear neat, neat, clean clothes, shoes, or slippers when: participating in cultural, artistic, physical training, sports, or group activities; exiting, entering the gate, or coming into contact with outsiders;

+ Keep pants and shirts clean, and do not lend, repair, write, draw, print, or paste anything other than the issued pants or shirts.

- Regarding cultural studies, labor, vocational training, participation in cultural activities, arts, physical education, sports, recreation, and entertainment:

+ Implement well "5 things Uncle Ho taught teenagers and children";

+ Actively, voluntarily, diligently, and seriously participate in cultural studies, labor, vocational training, cultural activities, arts, physical education, sports, entertainment, and recreation organized by the reformatory;

+ Strictly comply with discipline, safety, and labor hygiene;

+ After completing work and vocational training, tools must be stored in the right place.

- Regarding protecting and preserving property:

+ Protect and preserve the property of the reformatory, of the collective, of individuals, and of others;

+ At the end of the term of execution of the decision at the reformatory, the student must hand over to the school the tools and assets assigned to manage;

+ If it causes damage to the property of the reformatory or other people, depending on the extent of damage to the property, it will be handled according to the provisions of the law.

2. Prohibited acts in reformatories in Vietnam

- Oppose, obstruct, or not comply with the orders and instructions of reformatory school officials and teachers.

- Declare false or misleading statements; conceal your own violations or those of other students.

- Run away, organizing, helping other students run away in any form, or luring or forcing other students to run away.

- Write, drawing, hanging, pasting pictures, spitting, throwing trash indiscriminately, and other acts that cause unsanitary conditions.

- Get tattoos, wear objects on your body or someone else's body, dye your hair a different color black, keep your fingernails and toenails long, and paint your toenails and fingernails.

- Possess and use alcohol, beer, cigarettes, electronic cigarettes, pipe tobacco, drugs, and other stimulants; weapons, poisons, explosives, chemicals, radioactive substances, flammable substances, and objects that can cause harm to yourself and others; all kinds of machinery and information and communication equipment; pictures, books, newspapers, documents, films, tapes, discs, and electronic memory cards with unhealthy content.

- Connect and distributing illegal information and images outside or on the Internet or media.

- Commit evangelism, worship, divination, propaganda, manipulation,forcing other students to participate in superstitious activities, perform superstitious acts, or create or join illegal associations and groups.

- Gamble, organizing gambling in any form between students and others.

- Threaten, beat, and violate the health and honor of students and others; trespassing on the property of the reformatory and other students; self-destruction; sexual relations; and other unhealthy relationships between students with each other or with other people.

- Buy, sell, exchange, borrow, give, or receive anything between students and others (except with the consent of responsible officials).

- Have an uncultured attitude, speech, and behavior when communicating.

- Oppose, being lazy, evading or obstructing study, work, vocational training, hiring, or forcing other students to serve or do the work of oneself or another student in any form.

- Arbitrarily party, eating, lighting fires, cooking in rooms, boarding areas, places of study, work, vocational training, clinics, and collective living places.

- Arbitrarily contact outsiders without the consent of the principal of the reformatory.

- Arbitrarily keep assets and documents at the reformatory, such as:
Gold, silver, jewelry, foreign currency, Vietnamese currency, stocks, bills, bonds, electronic payment cards, watches, machinery, equipment, ID cards, passports, diplomas, certificates, other valuable papers, unused clothes, and personal belongings that must be deposited.

- Voluntarily leave the position of study, work, vocational training, room, or place of living.

- Arbitrarily bring working tools or vocational training into dining, living, and living areas, moving machinery, supplies, raw materials, products or other assets from designated places.

3. Regulations for agencies, organizations, and individuals when visiting and working at reformatories in Vietnam

- Regulations when visiting reform schools:

+ Strictly complying with agency regulations and wearing neat, clean, and polite clothing; Present all documents requesting a visit; Strictly comply with the rules of the visiting house and the instructions of responsible officials; strictly comply with the time and location of the meeting; and maintain environmental hygiene. When working hours are over, you are not allowed to arbitrarily stay at the workplace or visiting place of the reformatory;

+ It is strictly forbidden to record audio or video in places with signs prohibiting filming or taking photos in the reformatory; using or arbitrarily giving students information, communication, audio and video recording devices, objects on the list of prohibited objects, publications,
Documents containing provocative or opposing content or objects that may cause insecurity or the safety of the unit;

+ Not having attitudes, gestures, words, or behavior that are uncultured, aggressive, or insulting to the reputation or honor of officials or other people; taking advantage of visits to attract, gather, speak, act, or use banners, slogans, or documents with propaganda or inciting content, causing insecurity and disorder;

+ In cases of violation of agency rules and regulations on visits, based on the nature of the violation, the principal of the reformatory shall consider and decide to temporarily suspend the visit.

- Regulations when coming to work and coordinating to organize activities at the reformatory:

+ Must use clothing according to industry regulations or regulations of agencies, units, or businesses; in other cases, must wear neat, clean, polite clothing; Present all required documents to identify the person with authority and responsibility to come to work;

+ Complying with the reformatory school's regulations and following the instructions of reformatory school officials;

+ When wanting to provide material support or support to students, the reformatory must obtain the consent of the principal of the reformatory. Absolutely do not give or lend money, property, or objects to students.

+ Not arbitrarily contacing students to enter management, study, labor, vocational training areas, or other areas of the reformatory; Receive or transfer money, documents, applications, letters, and other items to students;

+ Not arbitrarily letting students use information, communication, audio, or video recording devices. The use of communication equipment, filming, photography, audio recording, video recording, and interviews at reformatories must be approved by the principal of the reformatory and implemented in accordance with the provisions of the Ministry of Public Security;

+ Cases of violating regulations when coming to work; When coordinating to organize activities, based on the nature and violation, the principal of the reformatory shall consider and decide to temporarily suspend work; Coordinate the organization of activities at the reformatory.
