Latest regulations on procedures for applying to study abroad in Vietnam (Internet image)
In addition to the submitted application, the application to study abroad needs to include the following documents:
- A valid translation of the written notice of official admission of the foreign educational institution, which contains full information about the level of study, majors, duration of study, time of admission, tuition fees, health insurance, and other compulsory fees related to the course; Notice of scholarship or financial support granted by the educational institution or foreign agency/organization/government (if any) - 02 copies.
- The foreign party's document agreeing to accept the Agreement (for the successful candidate for the Agreement scholarship) - 01 copy.
- A valid copy of a foreign language certificate in English, French, or another foreign language that meets the requirements on points (or qualifications) as prescribed by the Ministry of Education and Training and of the foreign educational institution - 01 copy.
- Health certificate (valid for 6 months from the date of issue) from a competent medical facility certifying health conditions for studying abroad, accompanied by test copies of no HIV, hepatitis B, tuberculosis, or other infectious diseases (at the request of the destination country or sponsor); Non-pregnant test results (for female candidates) - 01 copy.
- A commitment to fulfill the responsibilities of international students (made according to forms No. 01, 02, and Appendix III issued together with Circular 18/2022/TT-BGDDT) - 01 copy.

- Other documents as prescribed by each scholarship program (if any) - 01 copy.
Candidates can send the application by post, submit it directly at the head office of the enrollment agency, or submit it online.
(1) Candidates who do not have a working agency to study abroad under the state budget scholarship programs managed by the Ministry of Education and Training of Vietnam:
- Step 1: Receipt of documents;
- Step 2: Check the profile, request corrections and supplementation (if any);
- Step 3: Make a decision to send and grant scholarships to study abroad;
- Step 4: Return the Decision to the student.
(2) Candidates who are working at agencies, units, or localities to study abroad under state budget scholarship programs managed by the Ministry of Education and Training:
- Step 1: Receive documents;
- Step 2: Check the profile and request corrections and supplementation (if any);
- Step 3: Issue summons to study abroad;
- Step 4: Issue a decision on sending and granting scholarships to study abroad after receiving a written consent from the direct management agency to send candidates to study abroad;
- Step 5: Return the Decision to the student.
(3) Candidates who are working at agencies, units, or localities and want to study abroad with a scholarship sponsored by the foreign side:
- Step 1: Receive documents;
- Step 2: Check the profile, request corrections and supplementation (if any);
- Step 3: Send a written notice of matriculation results to the candidate and the candidate's direct management agency to handle the procedures for studying abroad.
The time limit for processing the procedures for sending people to study abroad is up to 30 working days from the date of receiving the results of the grant of scholarships from the foreign side (if any) and receiving all valid documents. The time for editing, supplementing, and completing the dossier is not included in the settlement time limit.
