On October 15, 2024, the Minister of Finance of Vietnam issued Decision 2449/QD-BTC regarding the Regulation on the Implementation of Democracy in the Operations of the Ministry of Finance of Vietnam.

1. Latest regulations on form and time for disclosing information at agencies in the operations of the Ministry of Finance of Vietnam

According to the provisions in Article 10 of the Regulation issued with Decision 2449/QD-BTC in 2024, the form and time of information disclosure in agencies within the activities of the Ministry of Finance of Vietnam are as follows:

- Forms of information disclosure include:

+ Posting information.

+ Publishing on the Ministry of Finance’s electronic portal; websites of agencies, units belonging to, and under the Ministry of Finance.

+ Announcement at conferences of officials and public employees, and workers of the Ministry of Finance.

+ Written notification to all officials and public employees, and workers of the Ministry of Finance.

+ Through the heads of agencies and units belonging to and under the Ministry of Finance to notify officials and public employees, and workers.

+ Written notification to party organizations, the Executive Committee of the Trade Union of the agency, unit to notify officials and public employees, and workers.

+ Through weekly briefing meetings for heads of agencies and units under the Ministry of Finance to notify officials and public employees, and workers.

+ Other forms as prescribed by law.

- The contents of information stipulated in Article 9 of the Regulation issued with Decision 2449/QD-BTC in 2024 must be disclosed no later than 05 working days from the date of the decision or document from the competent authority regarding the content to be disclosed, except where otherwise provided by law.

2. Measures to Ensure the Implementation of Democracy at the Ministry of Finance of Vietnam

The measures to ensure the implementation of democracy at the Ministry of Finance are specifically regulated in Article 6 of the Regulation issued with Decision 2449/QD-BTC in 2024, including:

- Enhancing professional and operational capacity for those assigned the task of organizing the implementation of laws on implementing democracy at the grassroots level.

- Strengthening information work, propaganda, dissemination, and education of laws on implementing democracy at the grassroots level; raising awareness for officials and public employees, and workers about ensuring the implementation of democracy at the grassroots level.

- Enhancing the responsibility of agencies, units, organizations, enterprises, the role of setting an example by party members, heads, leadership, and management personnel in implementing democracy and ensuring the implementation of democracy at the grassroots level; using the degree of democracy implementation at the grassroots level as a basis for evaluating task performance results.

- Promptly commending, rewarding exemplary figures, and achievements in promoting and effectively organizing democracy at the grassroots level; detecting and strictly handling agencies, units, organizations, enterprises, and individuals violating laws on implementing democracy at the grassroots level.

- Supporting and encouraging the application of information technology, science, engineering, equipping technical means, and ensuring other necessary conditions for organizing the implementation of democracy at the grassroots level in line with the process of building an electronic government, digital government, and digital society.
