Vietnam Social Insurance issued Official Dispatch 376/BHXH-CSXH dated February 16, 2023 on the implementation of Circular 18/2022/TT-BYT amending a number of articles of Circular 56/2017/TT-BYT.

- People going abroad to settle must submit a copy of the competent authority's certification on renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following documents:
+ Passport issued by a foreign country.
+ Visas issued by competent foreign agencies certifying the entry permit for the reason of residence abroad.
+ Papers certifying that they are carrying out procedures for naturalization of foreign countries; certification papers or permanent residence cards with a term of 05 years or more issued by a competent foreign agency.
- For those suffering from one of the life-threatening diseases such as cancer, polio, cirrhosis of the liver with ascites, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS:
The application is the original or a valid copy of the hospital discharge paper or a summary of the medical record showing the disease mentioned above.
- In case of other diseases, they are entitled to lump-sum social insurance benefits, including:
The Application is a medical assessment record that must clearly conclude the contents of diseases and illnesses with a decrease in working capacity of 81% or more and the inability to self-control or perform activities to serve personal daily living needs without having someone monitor, support, and take care of them completely.
- Additional invoices and receipts for collection of assessment fees; a list of assessment contents of the medical assessment facility must be provided in the case of payment of medical assessment fees.
- A personal statement about the time and area of service in the army with regional allowances, made according to form No. 04B-HBKV (issued together with Circular 181/2016/TT-BQP for people who served in the army before January 1, 2007 in the area receiving the regional allowance, but the social insurance book does not fully show the information as a basis for calculating the regional allowance).

According to the Law on Social Insurance 2014, employees being Vietnamese citizens shall be covered by compulsory social insurance are entitled to a lump-sum social insurance allowance upon their request when falling in one of the following cases:
(1) They have reached the retirement age but have paid social insurance premiums for under full 20 years (or have paid social insurance premiums for female employees for under full 15 years and do not continue paying voluntary social insurance premiums;
(2) One year after leaving their jobs, for employees participating in compulsory social insurance, or after stopping to make social insurance contributions, for employees participating in compulsory social insurance and persons participating in voluntary social insurance whose social insurance payment period is less than 20 years.
(3) They settle abroad;
(4) They get a fatal disease, such as cancer, poliomyelitis, dropsy cirrhosis, leprosy, serious tuberculosis, or HIV infection progressing into AIDS, or other diseases as prescribed by the Ministry of Health;
Diseases entitled to lump-sum social insurance allowance is guided in Circular 56/2017/TT-BYT (amended in Circular 18/2022/TT-BYT) as follows:
(5) In case an employee falls into one of the following situations when serving, demobilizing, or resigning but is not eligible for pension:
- Officers and professional soldiers of the People's Army; officers, professional non-commissioned officers, and officers and technical non-commissioned officers of the People's Public Security; people doing cipher work receive salaries like military personnel;
- Non-commissioned officers and soldiers of the People's Army; non-commissioned officers and soldiers of the People's Public Security who serve on a permanent basis; Military, police, and cipher students who are studying are entitled to living expenses.
