Latest quality ranking criteria for State Audit officers in Vietnam (Internet image) 

November 9, 2023, November 9, 2023, the State Audit issued Decision 1368/QD-KTNN on regulations for evaluating and classifying the quality of civil servants, public employees and employees of the State Audit.

1. Criteria for classifying the quality of public employees at the level of excellent task completion in Vietnam

- An employee not holding a management position who meets all of the following criteria will be graded at the level of excellent task completion:

+ Implement well the regulations in Clauses 1, 2, 3, 4 and Point a, Clause 5, Article 3 of the Regulations issued together with Decision 1368/QD-KTNN in 2023;

+ Complete 100% of tasks according to the signed work contract, according to the proposed plan or according to the specific work assigned, ensuring on schedule, high quality and efficiency, in which at least 50% of tasks are completed in excess;

+ For officials participating in audits: During the year of evaluation, 100% of audits rated audit team members at "Pass" or higher and at least 01 audit rated audit team members at "Excellent".

- Managers who meet all of the following criteria will be graded at the level of excellent task completion:

+ Implement well the regulations in Clauses 1, 2, 3, 4 and Point b, Clause 5, Article 3 of the Regulations issued with Decision 1368/QD-KTNN in 2023;

+ The criteria for the performance of tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work are all completed on schedule, ensuring quality and high efficiency;

+ The assigned unit or field of work completes 100% of targets and tasks, of which at least 50% are exceeded;

+ 100% of departments under direct authority and management are assessed to have completed their tasks or higher, of which at least 70% have completed their tasks well and excellently;

+ For managers participating in audits: During the year of evaluation, 100% of audits rated audit team members at "Pass" or higher, and at least 01 audit rated audit team members at "Excellent".

2. Criteria for classifying the quality of public employees at the level of completing tasks well in Vietnam

- An employee not holding a management position who meets all of the following criteria will be classified as having completed their duties well:

+ Meets the criteria specified in Clauses 1, 2, 3, 4 and Point a, Clause 5, Article 3 of the Regulations issued with Decision 1368/QD-KTNN in 2023;

+ Complete 100% of tasks according to the signed work contract, according to the proposed plan, or according to the specific work assigned, ensuring on schedule, quality, and efficiency;

+ For officials participating in audits: During the year of evaluation, 100% of audit team members were rated at "Pass" or higher, and at least 1 audit team member was rated at "Good" level.

- If a management officer meets all of the following criteria, the quality will be graded at the level of good task completion:

+ Meets the criteria specified in Clauses 1, 2, 3, 4, and Point b, Clause 5, Article 3 of the Regulations issued with Decision 1368/QD-KTNN in 2023;

+ The criteria for the performance of tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work are all completed on schedule, ensuring quality and efficiency;

+ The assigned department or field of work is in charge of completing 100% of targets and tasks, of which at least 80% are completed on schedule, ensuring quality;

+ 100% of departments under direct authority and management are assessed to have completed their tasks or better, of which at least 70% have completed their tasks well or better;

+ For managers participating in audits: During the year of evaluation, 100% of audit team members were rated at "Pass" or higher, and at least 01 audit rated audit team members at "Good" level.

3. Criteria for classifying the quality of public employees at the level of task completion in Vietnam

- An employee not holding a management position who meets all of the following criteria will be graded at the task completion level:

+ Meets the criteria specified in Clauses 1, 2, 3, 4 and Point a, Clause 5, Article 3 of the Regulations issued with Decision 1368/QD-KTNN in 2023;

+ The criteria for the performance of tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work are all completed, of which no more than 20% of the criteria do not ensure quality, progress, or low efficiency;

+ For officials participating in audits: During the year of assessment, 100% of audit team members were rated "Pass".

- Managers who meet the following criteria will be graded at the task completion level:

+ Meets the criteria specified in Clauses 1, 2, 3, 4 and Point b, Clause 5, Article 3 of the Regulations issued with Decision 1368/QD-KTNN in 2023;

+ The criteria for the performance of tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work are all completed, of which no more than 20% of the criteria do not ensure quality, progress, or low efficiency;

+ The assigned department or field of work is in charge of completing over 70% of targets and tasks;

+ At least 70% of the departments under direct authority and management are assessed as having completed their tasks or better.

+ For management officials participating in audits: During the year of assessment, 100% of audit team members rated audit team members as "Pass".

4. Criteria for classifying the quality of public employees at the level of not completing their tasks in Vietnam

- An employee not holding a management position who meets one of the following criteria will be classified as failing to complete his or her duties:

+ There are signs of deterioration in political ideology, ethics, lifestyle, self-evolution, and self-transformation, according to the assessment of competent authorities;

+ More than 20% of the criteria for the performance of tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work do not ensure progress, quality, or efficiency;

+ There are violations that are subject to disciplinary action during the year of assessment.

+ For officials participating in audits: During the year of assessment, there was 01 audit that classified audit team members as "Limited" or had to adjust the results of audit recommendations due to incorrect recommendations.

- If a manager has one of the following criteria, his or her quality will be graded at the level of not completing the task:

+ There are signs of deterioration in political ideology, ethics, lifestyle, self-evolution, and self-transformation, according to the assessment of competent authorities;

+ More than 20% of the criteria for the performance of tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work do not ensure progress, quality, or efficiency;

+ The assigned department or field of work has completed less than 50% of the targets and tasks;

+ Department under direct responsibility and management related to embezzlement, corruption, and waste and handled according to the provisions of law;

+ For officials participating in audits: During the year of assessment, there was 01 audit that classified audit team members as "Limited" or had to adjust the results of audit recommendations due to incorrect recommendations.

+ There are violations that are subject to disciplinary action during the year of assessment.
