Professional Standards and Qualifications of Teachers Teaching Primary Vocational Levels in Vietnam​

On May 10, 2024, the Minister of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 05/2024/TT-BLDTBXH stipulating the professional standards for teachers in vocational education.

Criterion 1: Educational Qualifications

- The educational qualifications of teachers instructing at the primary vocational level shall adhere to the provisions of Clause 1, Article 54 of Vocational Education Law 2014.

- National occupational skill certificates for teaching at the primary level are stipulated as follows:

+ Diploma from a professional secondary school or higher;

+ Artisan certificate at a provincial or centrally controlled city level; National occupational skill certificate level 1; Craftsman certificate level 3/7 or 2/6 or higher;

+ Corresponding or higher driving license compared to the training vehicle category, but not lower than category B2 for practical driving instructors. Instructors of categories B1 and B2 must have held the driving license for at least 3 years from issuance; instructors of categories C, D, E, and F must have held the driving license for at least 5 years from issuance. Must have undergone training on practical driving instruction as per the program issued by the competent authority and received a certificate of practical driving instructor as per regulations;

+ Occupational skill certificates for practical instruction as stipulated in Clause 2, Article 5, and Clause 2, Article 10 of this Circular;

+ Other diplomas, certificates, acknowledgments, and titles as provided by law.

Criterion 2: Pedagogical Qualifications

Possessing one of the following degrees or certificates in pedagogical qualifications:

- Bachelor's degree in a teacher training field; Diploma in teacher training, technical teacher training.

- Vocational pedagogy certificate for teaching primary level vocational training; Primary level pedagogical training certificate; Level 1 or higher pedagogical training certificate.

- Vocational pedagogy certificate.

Criterion 3: Foreign Language Proficiency

Proficiency in a foreign language to meet the requirements of tasks assigned to the vocational education teacher instructing at the primary level.

Criterion 4: Information Technology Proficiency

Proficiency in information technology to meet the requirements of tasks assigned to the vocational education teacher instructing at the primary level.

Criterion 5: Continuous Learning and Professional Development

- Participation in internships at enterprises or professional agencies annually as per regulations.

- Continuous self-study and professional development to enhance professional competencies; update knowledge, skills, new technology, digital transformation, and teaching methods during the academic year.

Purposes of Regulating Professional Standards for Vocational Education Teachers in Vietnam

- Serve as a basis for teachers in vocational education institutions, vocational education operation centers, and continuous vocational education centers to self-evaluate their professional competencies; develop and implement plans for continuous professional development to meet the demands of vocational education reform.

- Serve as a basis for teacher training and retraining institutions to develop, innovate, and provide training programs aimed at standardizing and enhancing the professional competencies of teachers in vocational education institutions, vocational education operation centers, and continuous vocational education centers.

- Serve as a basis for state management agencies to research, develop, and implement policies aimed at standardizing and developing the vocational education teacher workforce; selecting and utilizing vocational education teachers in vocational education institutions, vocational education operation centers, and continuous vocational education centers.
