On May 10, 2024, the Ministry of Transport of Vietnam issued Decision 545/QD-BGTVT on the announcement of amended and annulled administrative procedures related to road transport under the Ministry of Transport.

Latest procedures for reissuing international driving permits in Vietnam

(1) Implementation sequence:

* Submission of documents:

- In case the international driving permit (IDP) is lost or damaged, individuals must submit an application for IDP issuance at the Vietnam Road Administration or the Department of Transport.

* Processing administrative procedures:

- Individuals submitting applications directly to the Vietnam Road Administration or the Department of Transport must present an original copy of the national driver's license issued by Vietnam, a passport, and a temporary residence card (for foreigners) for verification of accuracy and legality in issuing the IDP. They must also fulfill the obligation to pay fees upon receiving the application as prescribed. For online applications, individuals need to provide accurate and legally compliant information as instructed, fulfill the obligation to pay fees through the online public service payment function, and pay additional service fees according to their needs.

In case the application is not in accordance with the regulations, the receiving authority is responsible for directly notifying or informing the individual, either in writing or through the online public service system, of the additional or modified content required within a period of 2 working days from the date of receiving the application.

- Within a period of 5 working days from the date of receiving the properly submitted IDP application as prescribed, the Vietnam Road Administration or the Department of Transport shall issue the IDP to the individual. If the IDP is not issued, a clear reason must be provided.

(2) Implementation methods: directly or through the online public service system.

(3) Components and quantity:

* Components of the application:

- Application form for IDP issuance according to the prescribed form.

* Quantity of applications: 01 set.

(4) Processing time:

- Within a period of 5 working days from the date of receiving the properly submitted IDP application as prescribed.

(5) Subjects performing administrative procedures: Individuals.

(6) Agencies performing administrative procedures:

- Authorized agency: Vietnam Road Administration, Department of Transport.

- Authorized or delegated agency or person: None.

- Direct agency responsible for administrative procedures: Vietnam Road Administration, Department of Transport.

- Coordinating agency: None.

(7) Results of administrative procedure implementation:

- International driving permit.

(8) Fees:

- Direct payment: VND 135,000/permit.

- Online payment: VND 115,000/permit.

(9) Names for application forms, administrative declaration forms, and result notification forms:

- Application form for issuing an international driving permit.

- international driving permit issued by Vietnam.

(10) Requirements and conditions for performing administrative procedures:

- Vietnamese citizens, foreign residents in Vietnam with a valid residence card, holding a national driver's license issued by Vietnam on PET material.

(11) Legal basis for the administrative procedure:

Circular 29/2015/TT-BGTVT dated July 6, 2015, of the Minister of Transport, regulating the issuance and use of international driving permits.

Circular 01/2021/TT-BGTVT dated January 27, 2021, amending certain provisions of Circular 29/2015/TT-BGTVT dated July 6, 2015, of the Minister of Transport, regulating the issuance and use of international driving permits, and Circular 12/2017/TT-BGTVT dated April 15, 2017, of the Minister of Transport, regulating the training, examination, and issuance of motor vehicle driving licenses.

Circular 05/2024/TT-BGTVT dated March 31, 2024, of the Minister of Transport, amending and supplementing certain provisions of relevant circulars related to road transportation, road transport support services, vehicles, and drivers.

Circular 37/2023/TT-BTC dated June 7, 2023, of the Minister of Finance, regulating the collection, regime, payment, management, and use of driving examination fees; fees for issuance of certificates and licenses for various types of vehicles; and registration fees and issuance of special motorcycle registration plates.

Circular 63/2023/TT-BTC dated October 16, 2023, amending and supplementing certain provisions of several circulars regarding fees and charges by the Minister of Finance to promote the use of online public services.
