Regarding this issue, LawNet would like to answer as follows:

1. Latest procedures for registration for practice of medicine in Vietnam

Procedures for registration for practice of medicine according to Article 29 of Decree 96/2023/ND-CP are as follows:

- Medical examination and treatment facilities shall register practitioners working at their facilities as follows:

+ Send the practice registration list at the same time as the request for a new operating license to the agency competent to issue the operating license.

+ In case there is a change in the practitioner while waiting for the operating license to be issued, the list of changed practice registrations must be sent according to Form 01 Appendix II issued with Decree 96/2023/ND-CP to the competent authority to issue an operating license.

+ In case there is a change in the practitioner during the operation process, a registration document must be sent to the agency competent to issue the specific operation license as follows:

++ In case the practitioner no longer works at the facility: report to the competent authority within 03 working days from the time the practitioner stops practicing at the facility;

++ In the case of additional practitioners: send the supplemented practice registration list according to Form 01, Appendix II, issued with Decree 96/2023/ND-CP, to the operating licensing agency within 10 days from the time of adding a practitioner.

- The agency competent to issue operating licenses is responsible for publicly publishing the list of practitioners on its electronic information portal or website and on the Information System for managing medical examination and treatment activities as follows:

+ At the same time, the operating license is issued for the cases specified in Points a and b, Clause 1, Article 29 of Decree 96/2023/ND-CP;

+ Within 05 working days from the time of receiving the practice registration document for the case specified in Point c, Clause 1, Article 29 of Decree 96/2023/ND-CP;

+ In case of disagreement, there must be a written response clearly stating the reason.

2. Time and content of practice for issuance of license to practice medicine in Vietnam

Time and practice content to issue a license to practice medicine according to Article 3 of Decree 96/2023/ND-CP are as follows:

- The medical examination and treatment practice period for the title of doctor is 12 months, of which:

+ The duration of medical examination and treatment practice is 9 months;

+ The duration of practicing medical examination and treatment in emergency resuscitation is 03 months.

- The medical examination and treatment practice period for the position of physician is 09 months, of which:

+ The duration of medical examination and treatment practice is 06 months;

+ The duration of practicing medical examination and treatment in emergency resuscitation is 03 months.

- The medical examination and treatment practice period for nurses, midwives, and medical technicians is 6 months, of which:

+ The duration of medical examination and treatment practice is 5 months;

+ The duration of practicing medical examination and treatment in emergency resuscitation is 01 month.

- The duration of medical examination and treatment practice for the position of clinical nutritionist is 06 months.

- The medical examination and treatment practice period for the position of external hospital emergency paramedic is 06 months, of which:

+ The duration of professional practice in medical examination and treatment in outpatient emergency care is 03 months;

+ The duration of practicing medical examination and treatment in emergency resuscitation is 03 months.

- The medical examination and treatment practice period for clinical psychology positions is 9 months.

- During practice, instructional content must be integrated with legal regulations on medical examination and treatment, professional regulations, professional ethics, patient safety, communication skills, and the behavior of medical examination and treatment practitioners.

- Pursuant to the scope of practice issued by the Minister of Health and specified in Clauses 1 to 7 of Article 3 of Decree 96/2023/ND-CP, the practice guidance facility develops specific practice content for each professional title for which the facility plans to organize practice guidance.
