(1) Implementation order:

Step 1: Submit application: if an applicant for issuance, renewal or re-issuance of a Land Valuation Certificate submits the application directly or by post, it must be submitted to the Office of Receiving and Returning Administrative Procedures Resolution Results of the Ministry of Natural Resources and Environment (hereinafter referred to as the Single-Window Office), address 10 Ton That Thuyet, Nam Tu Liem, Hanoi, or submitted online at http://dichvucong.monre.gov.vn

Step 2: Check the application:

In case of submitting the application directly at the Single-Window Office, the civil servant receiving the application is responsible for checking, confirming, and writing a date to return the results to the applicant. If the dossier is complete according to regulations, instructions for supplementing documents are provided; if the required documents are not complete, instructions for supplementing documents are provided.

In the case of sending the documents by post to the One Stop Office, the civil servant receiving them is responsible for checking, confirming, and notifying the date of return of the results to the applicant by phone or email in case the dossier is complete according to regulations; Instructions for supplementing documents by phone or email in cases where the required documents are not complete;

The one-stop office sends dossiers requesting issuance, renewal, and re-issuance of Land Valuation Certificate to the Department of Land Resources Planning and Development within no more than 01 working day from the date of receipt of complete dossiers. according to the law.

Step 3: Appraise the application

The Department of Land Resources Planning and Development is responsible for checking documents; for cases eligible for the issuance of Land Valuation Certificate, the Director of the Department of Land Resources Planning and Development shall consider and decide to issue a Land Valuation Certificate within no more than 15 days from the date of receipt of complete and valid documents.

Step 4: Return results:

The Department of Land Resources Planning and Development is responsible for sending the Land Valuation Certificate to the Single-Windown Office within no more than 01 working day from the date of signing the decision to issue, renew, or re-issue the Land Valuation Certificate.

Individuals requesting issuance, replacement, or re-issuance of Land Valuation Certificates receive results directly at the Sing-Window Office or by post;

The civil servant returning the Land Valuation Certificate is responsible for checking the Identity Card or Citizen Identification Card or Passport (hereinafter referred to as personal documents) and promissory note to return results from the applicant for issuance, replacement, or re-issuance of Land Valuation Certificate; Instruct the person who comes to receive the Land Valuation Certificate to sign in the Land Valuation Certificate issuance book and hand over the Land Valuation Certificate; In the case of sending by post, instruct the postal staff to sign and receive the Land Valuation Certificate issuance book.

(2) Receiving and submission methods:

- How to submit application: in person or by post.

- How to receive results: directly or by mail.

(3) Components and quantity of documents:

* For new issuance:

(1) Application for land valuation certificate (original) according to the form in Appendix No. 02 of Circular 61/2015/TT-BTNMT (amended in Appendix III to Circular 11/2022/TT-BTNMT);

(2) University or postgraduate diploma in major or major in: land management, cadastral, real estate, valuation, valuation, economics, finance, accounting, auditing, banking, economics - engineering, engineering, law (certified copy; in case there is no authentication, the applicant for a Land Valuation Certificate must bring the original for comparison when submitting the application for a Land Valuation Certificate);

(3) Confirmation from the agency or organization where you work about your working time (original) according to the form in Appendix No. 03 of Circular 61/2015/TT-BTNMT (amended in Appendix III to Circular 11/2022/TT-BTNMT);

(4) Two (02) color photos sized 4x6 cm taken within no more than 06 months prior to the date of application for Land Valuation Certificate.

* In case of renewal or re-issuance of Land Valuation Certificate includes:

- Application for renewal or re-issuance of Land Valuation Certificate (original) according to the form in Appendix No. 04 of Circular 61/2015/TT-BTNMT (amended in Appendix III to Circular 11/2022/TT-BTNMT);

- Certificate of completion of a training course on land valuation within a period of no more than 01 year from the date of request for renewal of the land valuation certificate (certified copy); in case the copy is not authenticated, the person requesting replacement of the Land Valuation Certificate must bring the original for comparison);

- Issued land valuation certificate in case of replacement or re-issuance of land valuation certificate due to fading or tearing (original);

- Two (02) color photos sized 4x6 cm taken within no more than 06 months from the date of request for renewal or re-issue of Land Valuation Certificate.
