On May 10, 2024, the Ministry of Transport of Vietnam issued Decision 545/QD-BGTVT on the announcement of amended and annulled administrative procedures related to road transport under Ministry of Transport

Latest procedures for issuance of international driving permit in Vietnam

(1) Implementation sequence:

* Submission of documents:

- Individuals submit an application for an international driving permit (IDP) to the Vietnam Road Administration or the Department of Transportation.

* Processing of administrative procedures:

- Individuals who submit their application directly to the Vietnam Road Administration or the Department of Transportation must present the original copy of the national driving license issued by Vietnam, passport, and temporary residence card (for foreigners) to verify the accuracy and legality of the IDP issuance. They must also fulfill the obligation to pay the prescribed fee upon the acceptance of the application as stipulated. When submitting the application through the online public service system, individuals must provide accurate and legally compliant information as per the instructions and are responsible for the accuracy and legality of the provided details. They must also fulfill the obligation to pay the fee through the online public service system's payment function and any other service fees as required.

In the event that the application does not comply with the regulations, the receiving agency is responsible for directly notifying the individual, either verbally, in writing, or through the online public service system, about the additional or modified content required within a period of 02 working days from the date of receiving the application.

- Within a period of 05 working days from the date of receiving the application that meets the prescribed requirements for IDP issuance, the Vietnam Road Administration or the Department of Transportation will proceed to issue the IDP to the individual. If the IDP is not issued, a clear reason must be provided.

(2) Implementation method: directly or through the online public service system.

(3) Document components, quantity:

* Document components:

- Application for IDP according to the prescribed form.

* Quantity of documents: 01 set.

(4) Processing time:

- Within a period of 05 working days from the date of receiving the application that meets the prescribed requirements.

(5) Subjects performing administrative procedures: Individuals.

(6) Agencies performing administrative procedures:

- Authorized agency: Vietnam Road Administration, Department of Transportation.

- Authorized or delegated agencies/persons: None.

- Direct agency handling administrative procedures: Vietnam Road Administration, Department of Transportation.

- Coordinating agencies: None.

(7) Results of administrative procedure implementation:

- international driving permit.

(8) Fees:

- Direct payment: VND 135,000/permit.

- Online payment: VND 115,000/permit

(9) Name of application form, administrative declaration form; form for recording administrative procedure results:

- Application for issuance of an international driving permit.

- International driving permit issued by Vietnam.

(10) Requirements, conditions for performing administrative procedures:

- Vietnamese citizens, foreigners with a permanent residence card in Vietnam, holding a national driving license issued by Vietnam made of PET material that is still valid.

(11) Legal basis for the administrative procedure:

- Circular 29/2015/TT-BGTVT dated July 6, 2015, of the Minister of Transport, regulating the issuance and use of international driving permits.

- Circular 01/2021/TT-BGTVT dated January 27, 2021, amending certain provisions of Circular 29/2015/TT-BGTVT dated July 6, 2015, of the Minister of Transport, regulating the issuance and use of international driving permits, and Circular 12/2017/TT-BGTVT dated April 15, 2017, of the Minister of Transport, regulating the training, examination, and issuance of motor vehicle driving licenses.

- Circular 05/2024/TT-BGTVT dated March 31, 2024, of the Minister of Transport, amending and supplementing certain provisions of relevant circulars related to road transportation, road transport support services, vehicles, and drivers.

- Circular 37/2023/TT-BTC dated June 7, 2023, of the Minister of Finance, regulating the collection, regime, payment, management, and use of driving examination fees; fees for issuance of certificates and licenses for various types of vehicles; and registration fees and issuance of special motorcycle registration plates.

- Circular 63/2023/TT-BTC dated October 16, 2023, amending and supplementing certain provisions of several circulars regarding fees and charges by the Minister of Finance to promote the use of online public services.
