On November 12, 2024, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Decision 1858/QD-BLDTBXH regarding the announcement of new administrative procedures in the field of social protection within the function of state management of the Ministry of Labor, War Invalids, and Social Affairs.
(1) Implementation steps:
- Step 1. The practitioner must submit a practice request form (according to Form No. 03 in the Appendix issued with Decree 110/2024/ND-CP) and provide copies, present the original diplomas, certificates, and relevant professional qualifications (if any) to the unit or institution providing social work services where the practice is registered;
- Step 2. The head of the unit or institution providing social work services is responsible for accepting the practitioner within 03 working days from the date of receiving the application. In case of not accepting the social work practitioner, within 01 working day, the head of the unit or institution providing social work services must reply in writing and clearly state the reason.
- Step 3. The head of the unit or institution issues a decision to assign a practice supervisor according to Form No. 04 in the Appendix issued with Decree 110/2024/ND-CP. The practice duration for bachelor's level and above is at least 12 months, college level at least 09 months, and intermediate level at least 06 months at the institution providing social work services.
- Step 4. Within 02 working days from the completion of the practice duration, the practice supervisor must provide written comments on the practice process, professional competence, practice skills, professional ethics standards, and propose the head of the unit or institution providing social work services to issue a confirmation of the practice process. The practice supervisor is responsible in case the practitioner causes professional errors during practice, affecting the health and rights of the subjects due to the supervisor’s fault.
- Step 5. Within 05 working days from receiving the supervisor’s written comments, the head of the unit or institution providing social work services issues the Confirmation of Social Work Practice according to Form No. 05 in the Appendix issued with Decree 110/2024/ND-CP.
(2) Method of implementation:
Submit the application directly at the unit or institution providing social work services or through public postal services.
(3) Application components:
- Practice request form (according to Form No. 03 in the Appendix issued with Decree 110/2024/ND-CP);
- Diplomas, certificates, and relevant professional qualifications (submit copies and present originals for comparison).
(4) Requirements and conditions for administrative procedures:
- The practice must be appropriate with the professional diploma awarded;
- Conducted at units, institutions providing social work services (social assistance facilities, rehabilitation centers, medical establishments, educational institutions, and other facilities as prescribed by law) with professional activities relevant to the practice content;
- Practice duration for bachelor's level and above is at least 12 months, college level at least 09 months, intermediate level at least 06 months at an institution providing social work services;
- The practice supervisor must meet conditions: Have professional activities appropriate with the content and field of social work practice; been working at the unit or institution providing social work services for at least 3 years; have equivalent or higher level training than the practitioner.
- One practice supervisor is allowed to supervise a maximum of 5 practitioners at one time.
