Latest procedures for issuance and replacement of inspector cards in Vietnam are stipulated in Decision 388/QD-TTCP 2024, which announces the internal administrative procedures among state administrative agencies within the management of the Government Inspectorate of Vietnam.

(1) Implementation steps:
- Step 1:
+ Chief Inspector of departments, Chief Inspector of district-level towns, districts, cities under provinces, and cities under centrally-run cities must send a document requesting the issuance or renewal of Inspector Cards to the Chief Inspector of the province. Chief Inspector of provincial police, Chief Inspector of Inspectorate bodies under the Ministry of Defense must send a document requesting the issuance or renewal of Inspector Cards to the Chief Inspector of the Ministry of Public Security, Chief Inspector of the Ministry of Defense. Chief Inspector of General Departments, Departments under Ministries must send a document requesting the issuance or renewal of Inspector Cards to the Chief Inspector of the Ministry.
+ Heads of departments, units under the Government of Vietnam Inspectorate directly managing inspectors must send a document requesting the issuance or renewal of Inspector Cards to the Personnel Department.
- Step 2:
+ Chief Inspector of Ministries, ministerial-level agencies, Chief Inspector of provinces, Chief Inspector of Vietnam Social Security, Chief Inspector of Cryptographic Agency must consider, compile lists, and send documents requesting Ministers, Heads of ministerial-level agencies, Chairpersons of provincial People's Committees, General Director of Vietnam Social Security to issue or renew Inspector Cards.
+ The Personnel Department of the Government of Vietnam Inspectorate must consider, compile lists, and send documents proposing the Chief Inspector of the Government of Vietnam to issue or renew Inspector Cards for inspectors under the Government of Vietnam Inspectorate.
- Step 3: Based on the dossiers and documents submitted, Ministers, Heads of ministerial-level agencies, Chief Inspector of the Government of Vietnam, Chairpersons of provincial People's Committees, General Director of Vietnam Social Security must consider and make decisions on the issuance or renewal of Inspector Cards and direct the printing, issuance, and renewal of Inspector Cards.
(2) Method of implementation: Directly or through postal services.
(3) Components and number of dossiers: 01 set.
Dossiers for the issuance, renewal of Inspector Cards include:
- Official Dispatch requesting the issuance or renewal of Inspector Cards;
- List requesting the issuance or renewal of Inspector Cards according to Form 01 and Form 02;
- Decision or copy of the decision on the appointment to the Inspector rank;
- 02 color portrait photos in Inspectorate uniform size 20 mm x 30 mm, clearly stating the name and unit at the back of the photo;
- Old Inspector Card with a corner cut (for the case of renewing the Inspector Card).
(4) Processing time limit: Within 30 days from the date of receiving a complete dossier, the competent authority must consider the issuance of Inspector Cards as per regulations.
(5) Subjects of implementation: Individuals.
(6) Processing authority: Ministers, Heads of ministerial-level agencies, Chief Inspector of the Government of Vietnam, Chairpersons of provincial People's Committees, General Director of Vietnam Social Security.
(7) Result of implementation: Decision on issuance or renewal of Inspector Cards.
(8) Fees, charges: Not specified.
(9) Requirements, conditions:
(9.1) Issuance of new Inspector Cards:
- Inspectors must be considered and proposed for Inspector Cards issuance by the competent authority after the appointment to the Inspector rank. No Inspector Card will be issued to individuals during detention, disciplinary enforcement, or subject to inspection notices related to corruption, malpractices, or official ethics by the competent authority. For those with less than 5 years of service left, the Inspector Card will only be issued valid until the retirement date.
- Those eligible for dossier compilation for the initial appointment to the Inspector rank must simultaneously prepare a dossier requesting the issuance of Inspector Cards.
(9.2) Renewal of Inspector Cards in the following cases:
- Inspectors are promoted to a higher rank;
- Inspector Cards have expired;
- Due to changes in card code, name, workplace, or other reasons leading to changes in the information of the person issued with the Inspector Card.
No Inspector Card will be issued to individuals during detention, disciplinary enforcement, or subject to inspection notices related to corruption, malpractices, or official ethics by the competent authority. For those with less than 5 years of service left, the Inspector Card will only be issued valid until the retirement date.
