On June 14, 2024, the Minister of Planning and Investment issued Decision No. 1351/QD-BKHDT announcing new, amended, supplemented, annulled, and public disclosure-revoked administrative procedures in the field of bidding, including procedures for issuing bidding professional certificates.

Latest procedures for extension of bidding professional certificates

Appendix II issued together with Decision No. 1351/QD-BKHDT dated June 14, 2024, guides the procedures for extending bidding professional certificates as follows:

* Procedure Implementation

- Individuals who need to renew the validity of their bidding professional certificates must register for the renewal on the System at least 15 days before the certificate's expiration date. After this period, individuals will not be allowed to register for certificate renewal and must take the exam and be issued the initial certificate as per Circular regulations. The professional certificate management system in bidding activities is located at https://chungchidauthau.mpi.gov.vn.

- The Bidding Management Department issues the decision to grant the certificate, and the Department of Planning and Investment issues the decision to grant the certificate.

- Individuals will receive the renewed validity of their bidding professional certificates within a maximum period of 07 working days from the date the renewal decision is issued.

* Implementation Method: Online on the System.

* Dossier Components:

- Application for renewal according to Form No. 05 Appendix 03 issued together with Circular No. 02/2024/TT-BKHDT.

Form No. 05

- 01 recently taken color photo, no older than 06 months, size 3cm x 4cm, straight face, bare head, clear face, clear two ears, no glasses, formal attire.

* Number of Dossiers: 01 set.

* Resolution Time:

Individuals will receive the renewed validity of their bidding professional certificates within a maximum period of 07 working days from the date the renewal decision is issued.

* Implementing Agency:

- Central-level administrative procedures: Bidding Management Department, Ministry of Planning and Investment.

- Provincial-level administrative procedures: Departments of Planning and Investment of provinces and centrally administrated cities.

* Subjects of Administrative Procedures: Individuals.

* Outcome of Administrative Procedures: bidding professional certificate.

* Fees (if any and regulations on fees): The cost of extending a bidding professional certificate is 100,000 VND/renewal (excluding the value-added tax payable according to the provisions of the Value-Added Tax Law 2008 and guidelines for implementing the Value-Added Tax Law 2008).

* Name of Application Form (attached): Application form according to Form No. 05 Appendix 03 issued together with Circular No. 02/2024/TT-BKHDT.

* Requirements and Conditions for Implementation (if any): Certificate renewal is carried out when the certificate expires according to the provisions of Circular No. 02/2024/TT-BKHDT. Individuals needing renewal must register for renewal effectiveness.

* Legal Basis of Administrative Procedures:

- Bidding Law 2023

- Decree No. 24/2024/ND-CP detailing the implementation of several articles and measures of the Bidding Law 2023 regarding contractor selection.

- Circular No. 02/2024/TT-BKHDT governing training, professional knowledge upgrading, examination, issuance, and revocation of bidding professional certificates.
