On May 3, 2024, the Ministry of Education and Training issued Decision 1302/QD-BGDDT regarding the announcement of amended administrative procedures related to Education and Training within the national education system under the Ministry of Education and Training.

Latest procedures for consideration for awarding the Teacher of Merit title in Vietnam

(1) Procedures

(1.1) Gathering votes of confidence

- The head, university directors, academy directors, principals, and their equivalents of educational institutions implement guidelines for consideration for awarding the titles of "People's Teacher" and "Teacher of Merit" to officials, public employees, and employees within the institution (including teachers, educational administrators at educational establishments, educational management staff, and retired educational research personnel who are covered by social insurance between consecutive award years); compile a list and dossier of individuals recommended for the "People's Teacher" and "Teacher of Merit" titles.

- Organize the vote of confidence for individuals considered for the "People's Teacher" and "Teacher of Merit" titles.

The head, university directors, academy directors, principals, and their equivalents convene a meeting with all officials, public employees, and employees with fixed-term contracts of 12 months or more within the institution. The meeting is considered valid when at least 3/4 of the total number of officials, public employees, and employees attend. The head of the institution announces the achievements of each individual recommended for the titles, organizes discussions, and conducts the vote of confidence through voting. The results of the vote of confidence are publicly announced.

For institutions with 500 or more officials, public employees, and employees, the head, university directors, academy directors, principals, and their equivalents organize a vote of confidence. The meeting is considered valid when at least 300 officials, public employees, and employees attend. The head, university directors, academy directors, principals, and their equivalents decide on the form of the vote of confidence for the officials, public employees, and employees of agencies, organizations, and units who do not attend the meeting.

Individuals who receive a confidence vote of 80% or more are included in the selection list of the Council of the respective units within central authorities and the People's Committees of provinces, the Vietnam Education Trade Union, national universities, private universities, vocational education institutions, or the Emulation - Commendation Council of educational institutions under the management of district-level authorities, or the Emulation - Commendation Council of educational institutions under the management of  authorities under provincial People's Committees.

(1.2) Procedures for evaluation and awarding at various levels of Councils

- The secretary reviews and summarizes the achievements of individuals considered for the titles of "People's Teacher" and "Teacher of Merit" using Form 04; reports to the Council Chairman to announce the list of individuals, positions, and working units of the individuals recommended for the titles through public posting or publishing on the agency's electronic information portal within a period of 7 working days to gather public opinions. The State-level Council publishes the list of individuals, positions, and working units of the individuals recommended for the titles on the Ministry of Education and Training's electronic information portal and the Government's electronic information portal within a period of 10 working days to gather public opinions.

- The secretary compiles the appraisal results, publicly announces the list of individuals considered for the titles, sends the documents and application to Council members, and organizes Council meetings.

- The Council evaluates the accuracy and validity of the applications and the criteria of individuals for the recommended titles.

- The Council convenes meetings, discussions, and voting to select individuals who meet the criteria for the titles of "People's Teacher" and "Teacher of Merit".

- The lower-level Council completes one set of applications (in paper form) according to regulations and submits them to the higher-level Council.

- The State-level Council completes the applications and submits them to the Prime Minister (via the Ministry of Home Affairs) for consideration and submission to the President for a decision.

(2) Components of application

The application consists of the following components for an individual's application for honorary titles:

- Statement of achievements for the consideration of the titles "People's Teacher" and "Teacher of Merit" according to Form 01.

- Copies of corresponding evidence in line with the proposed criteria for award consideration, including:

+ Confirmation/certification or decision from the authorized management agency regarding innovations, exclusive patents, exclusive solutions, or copyrights.

+ Decision to establish the evaluation council; minutes of the scientific and technological research task evaluation; 

+ Cover page of textbooks, reference books with author names and publishers, publisher's introductions (if applicable), decisions to establish the appraisal council, approval decisions from the educational institution to adopt textbooks, and reference books for use in training establishments.

+ Decision on assignment and cover page of training materials, lecture notes, training documents, training programs, specialized teaching topics, research reports, recommendations, programs, and projects confirmed by the competent authority; list of scientific articles published in domestic or international scientific journals and proceedings of national and international scientific conferences with critiques, cover pages of journals, conference proceedings with author names.

+ Decision to guide doctoral students, master's students, specialists at level II, resident doctors; decision to recognize doctoral, master's, specialists at level II, resident doctors' degrees.

+ Decision to participate in training learners for national and international examinations by the competent authority; participation in compiling programs, textbooks, constructing syllabi, and local educational materials.

+ Decision to participate in drafting legal normative documents; issued legal normative documents.

+ Certificates for exhibited works, performances, shows, and broadcasts.

+ Certificates of awards; certificates or decisions related to commendation titles, forms of recognition.

+ Diplomatic notes or teaching invitation contracts from foreign educational institutions specifying the period of time as an expert and the decision to send as an educational expert abroad by the Ministry of Education and Training of Vietnam.

- For teachers holding the professor title, the documentation for the application for the titles "People's Teacher" and "Teacher of Merit" (hereinafter referred to as the documentation) includes: Statement of achievements for the consideration of the titles "People's Teacher" and "Teacher of Merit" according to Form 01 and copies of corresponding evidence in line with the proposed criteria for award consideration stipulated in points a, d, dd, h, đ, i, k, Clause 1 of Decree 35/2024/ND-CP; decision to recognize or appoint the professor title.

- The lower-level council submits one set of documentation to the higher-level council, including:

+ Decision to establish the council.

+ Note from the Chairman of the Council according to Form 02.

+ List of nominations for the titles "People's Teacher" and "Teacher of Merit" according to Form 03.

+ Summary of personal achievements according to Form 04.

+ Council meeting minutes and voting record according to Form 05 and Form 06.

+ Individual's application for award consideration.

- The State-level council completes the documentation and submits it to the Prime Minister (via the Ministry of Home Affairs) for review and decision, including:

+ Note from the Chairman of the State-level council along with the list of nominations.

+ Summary of personal achievements according to Form 04.

+ Council meeting minutes and voting record according to Form 05 and Form 06.

(3) Processing Time:

The "People's Teacher" title is awarded every three years and announced on the occasion of Vietnam Teacher's Day, which falls on November 20th.

More details can be found in Decision 1302/QD-BGDDT, which comes into force from May 25th, 2024.
