On April 11, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 988/QD-BVHTTDL on the announcement of new, amended internal administrative procedures related to emulation and commendation among agencies and units under the Ministry of Culture, Sports, and Tourism.

(1) Procedures

- The Department of Culture, Sports, and Tourism/Department of Culture and Sports/Department of Tourism; other agencies, organizations, and enterprises with individuals under the management scope of the Ministry of Culture, Sports, and Tourism are responsible for organizing evaluation and preparing applications for the award of the "For the Cause of Culture, Sports, and Tourism" Commemorative Medal (abbreviated as Commemorative Medal).

- The application for consideration for awarding Commemorative Medals from agencies, organizations, and units shall be submitted directly, via postal service, or online (electronic application) to the Ministry of Culture, Sports, and Tourism (through the Department of Personnel Organization).

- The Department of Personnel Organization shall assess the applications and submit them to the competent authority within 25 working days from the date of receiving complete applications as prescribed (except for urgent rewards). In case of incomplete applications, within 5 working days, the Department of Personnel Organization shall notify the agency or unit to complete the application.

- The Commemorative Medal shall only be awarded once.

(2) Submission:

Submit directly or via postal service, or online (electronic application) to the Ministry of Culture, Sports, and Tourism (through the Department of Personnel Organization).

(3) Components, quantity of applications

* Composition of the application:

- Application for consideration for awarding Commemorative Medal (following Template No. 01 of Decree 98/2023/ND-CP);

- Summary list of achievements of the individual considered for the award of the Commemorative Medal.

* Quantity of applications: 01 set

(4) Processing time: 25 working days from the date of receiving complete applications as prescribed.

(5) Subjects implementing administrative procedures: Department of Culture, Sports and Tourism/Department of Culture and Sports/Department of Tourism; other agencies, organizations, and enterprises with individuals under the management scope of the Ministry of Culture, Sports, and Tourism eligible for the Commemorative Medal.

(6) Agencies implementing administrative procedures:

- Decision-making authority: Ministry of Culture, Sports and Tourism

- Direct implementing agency: Department of Personnel Organization.

- Coordinating agency: Not specified.

(7) Requirements, conditions for implementing administrative procedures:

* Subjects eligible for the Commemorative Medal:

- Individuals working in the Sector at the Department of Culture, Sports and Tourism, Department of Culture and Sports, Department of Tourism of provinces and centrally-run cities;

- Individuals outside the Sector who have made significant contributions to the construction and development of culture, sports, and tourism;

- Vietnamese individuals residing abroad and foreigners who have made positive contributions to the construction and development of culture, sports, and tourism in Vietnam;

* Criteria for consideration for awarding the Commemorative Medal:

- Individuals currently working in the Sector shall be awarded the Commemorative Medal when they have worked for at least 20 years for males and 15 years for females (including the time for studying or performing military service).

- Individuals specified above shall be awarded the Commemorative Medal earlier than prescribed in the following cases:

+ Individuals who have worked in specially difficult areas, border areas, and islands shall have their actual working time multiplied by a coefficient of 1.3 to calculate the working time in the Sector;

+ Ballet dancers, circus performers, and national sports team athletes shall be awarded the Commemorative Medal 5 years earlier than prescribed;

+ Individuals awarded the titles of Labor Hero, National Emulation Fighter, People's Artist, Artist of Merit, People's Artisan, Artisan of Merit, People's Teacher, Teacher of Merit, People's Doctor, Doctor of Merit, authors with works, collections of works, projects, collections of projects awarded the Ho Chi Minh Prize, and State Prize in Literature and Art shall be considered for the award of the Commemorative Medal immediately after receiving the decision to confer the title or prize.

- Individuals working outside the sector shall be awarded the Commemorative Medal when they meet one of the following criteria:

+ Holding a management position (with a coefficient allowance of 0.7 or higher) for at least 5 years and making significant contributions to the leadership, direction, and development of the Sector;

+ Leading or participating in major scientific research projects at the national level in the fields of culture, family, physical education, sports, and tourism and achieving a rating of "excellent" or higher during the evaluation and practical application with real value serving the Sector's cause;

+ Making positive contributions to the protection and promotion of tangible cultural heritage, intangible cultural heritage, and documentary heritage, or making significant contributions to the development of sports and tourism in Vietnam.

- Vietnamese individuals residing abroad and foreigners who have made positive contributions to the construction and development of culture, sports, and tourism in Vietnam shall be awarded the Commemorative Medal

- Other cases decided by the Minister.
