Latest procedures for consideration forr awarding the "Artist of Merit" title (for grassroots level council of cultural and artistic units under ministries in Vietnam) (Internet image)
On June 27, 2024, the Minister of Culture, Sports, and Tourism issued Decision 1739/QĐ-BVHTTDL announcing new and amended administrative procedures in the field of Emulation and Commendation under the management of the Ministry of Culture, Sports, and Tourism of Vietnam.
The procedures for awarding the title "Meritorious Artist" (for grassroots level council at cultural and artistic units under ministries) are as follows:
Individuals specified in points a and c clause 1 Article 2 of Decree 61/2024/ND-CP dated June 6, 2024 (hereinafter referred to as Decree 61/2024/ND-CP), send directly or via postal service or in an electronic environment 01 set of application documents as prescribed to the unit where the individual works or worked before retirement.
In case the individual's dossier is invalid and needs supplementation and correction: The receiving agency guides the individual to complete the dossier. Within 07 days from the date of receiving back the dossier, the individual submits the completed dossier to the receiving agency.
Professional agencies establish different levels of councils to award the title "Meritorious Artist" as prescribed in Chapter III of Decree 61/2024/ND-CP, including: grassroots level council, ministry level council, and State level council.
The sequence and procedures for awarding at the grassroots level council (including units: theaters, professional art troupes under ministries; academies, cultural and art training schools, film units under ministries with the function of research, training, and creation of culture and arts; professional agencies on cultural and artistic activities of the Ministry of Culture, Sports and Tourism; agencies managing cultural and artistic work under the Ministry of Public Security and the Ministry of National Defense):
Publicize the list of individuals proposed to be awarded the title "Meritorious Artist" by public posting or uploading on the unit's website for 10 days, from the end date of receiving individual dossiers as per the stipulated time to gather public opinions.
Receive and handle public recommendations within 15 days from the end date of publicizing the list of individuals proposed to be awarded the title "Meritorious Artist" by public posting or uploading on the unit's website.
Review and evaluate each dossier proposed for awarding the title "Meritorious Artist" as specified in Article 8 of Decree 61/2024/ND-CP within 10 days from the date the standing agency of the council reports to consult the council members on the dossier.
Within 07 days from the end of the meeting, the council is responsible for written notification of the awarding results to individuals with dossiers proposed for the title of "Meritorious Artist".
Receive and handle appeals within 20 days from the date of notification of awarding results by the council.
Within 07 days from the end of the reception and handling period for appeals, complete the dossier proposing the award of the title "Meritorious Artist" that received 80% approval votes from the total council members present at the meeting, and send to the standing agency of the ministry level council.
The sequence and procedures for awarding at the ministry level and State level councils respectively follow Articles 15 and 16 of Decree 61/2024/ND-CP.
The ceremony for awarding the title "Meritorious Artist" is organized by the Ministry of Culture, Sports, and Tourism.
