On June 27, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Decision 1739/QĐ-BVHTTDL on announcing newly issued and amended administrative procedures that have in the field of Emulation and Commendation under the management of the Ministry of Culture, Sports, and Tourism of Vietnam.

Latest procedures for consideration for awarding "People's Artist" in Vietnam (for Local-level Council)

(1) Implementation Process

• Individuals specified in point a and point c, Clause 1, Article 2 of Decree 61/2024/NĐ-CP, submit directly or via postal service or electronically 01 set of dossiers as specified in Clause 1, Article 13 of Decree 61/2024/NĐ-CP to the unit where the individual works.

• Individuals specified in points b, d, and đ, Clause 1, Article 2 of Decree 61/2024/NĐ-CP, submit directly or via postal service or electronically 01 set of dossiers as specified in Clause 1, Article 13 of Decree 61/2024/NĐ-CP to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where the individual resides.

• Retired individuals specified in point a and point c, Clause 1, Article 2 of Decree 61/2024/NĐ-CP, submit directly or via postal service or electronically 01 set of dossiers as specified in Clause 1, Article 13 of Decree 61/2024/NĐ-CP to the unit where they worked before retirement or to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where they reside.

• In cases where personal dossiers are incomplete, require supplementation or correction: The receiving agency provides guidance for individuals to complete their dossiers. Within 07 days from the date of receiving corrected dossiers, individuals must resubmit completed dossiers to the receiving agency.

• The specialized agencies establish councils at different levels to evaluate and award the title "People's Artist" according to the provisions in Chapter III of Decree 61/2024/NĐ-CP, including: Local Level Council, Province/City Level Council, and National Level Council.

• Procedure, sequence of award consideration at Local Level Council (including units: Department of Culture, Sports, and Tourism, Department of Culture and Sports, Radio Stations, Television Stations, Radio – Television Stations; Theaters, Professional Art Troupes; academies, cultural and arts training schools, film units with research, training, and cultural, artistic creation functions at province, city levels):

  • Publicly announce the list of individuals recommended for the title "People's Artist" by posting it openly or publishing it on the unit’s website for 10 days from the end of the personal dossier submission period to solicit public opinion.

  • Receive and process public feedback within 15 days from the date of public announcement.

  • Review and evaluate each dossier recommending the "People's Artist" title according to the provisions of Article 7 Decree 61/2024/NĐ-CP within 10 days from the date the council's standing body reports and requests opinions from council members on the dossiers.

  • Within 07 days from the end of the meeting, the council must notify the awarding results in writing to individuals whose dossiers were recommended.

  • Receive and process appeals within 20 days from the notification date of the awarding results.

  • Within 07 days from the end of the appeal period, complete the dossier recommending the "People's Artist" title garnering at least 80% approval votes from present council members at the meeting and submit it to the standing body of the Provincial Council.

• The procedure for awarding at the Province Council and National Council follows Articles 15 and 16 of Decree 61/2024/NĐ-CP.

• The Ministry of Culture, Sports, and Tourism organizes the award ceremony for the "People's Artist" title.

(2) Methods of Implementation: Direct submission, via postal service, or electronically.

(3) Components and Quantity of Dossiers

• Dossier components:

  • Application form recommending the title "People's Artist" according to Form 1a in Appendix I of Decree 61/2024/NĐ-CP.

  • Copy from the original register or certified copy or copy presented with the original (in case of direct submission); copy from the original register or certified copy (in case of postal submission or electronic submission) of award decisions as specified in Clause 4, Article 7 of Decree 61/2024/NĐ-CP.

  • Confirmation from the unit head regarding the individual's participation in award-winning artistic works (Gold or Silver) at competitions, festivals, professional art performances used for converting achievements as specified in Clause 4, Article 7 of Decree 61/2024/NĐ-CP (if any).

  • Copy from the original register or certified copy or copy presented with the original (in case of direct submission); copy from the original register or certified copy (in case of postal submission or electronic submission) of decisions regarding emulation titles and forms of commendation (if any).

• Quantity of dossiers: 01 set

(4) Processing Time

• Time for organizing activities to award the title "People's Artist" at Local Council Level does not exceed 70 days.

• Time for organizing activities to award the title "People's Artist" at Province Council Level does not exceed 85 days.

• Time for organizing activities to award the title "People's Artist" at National Council including 2 steps, specifically:

  • Step 1: Time for organizing activities to award the title "People's Artist" at National Specialized Council does not exceed 115 days.

  • Step 2: Time for organizing activities to award the title "People's Artist" at National Council does not exceed 100 days.

• The title "People's Artist" is awarded and announced every 03 years on the National Day of the Socialist Republic of Vietnam.
