Recently, the Minister of Culture, Sports and Tourism of Vietnam has announced newly issued, amended administrative procedures in the field of Emulation and Commendation.
Latest procedures for consideration for awarding "Artist of Merit" in Vietnam (for Local-level Council) (Internet image)
On June 27, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 1739/QĐ-BVHTTDL to announce newly issued, amended administrative procedures in the field of Emulation and Commendation within the management of the Ministry of Culture, Sports, and Tourism of Vietnam.
(1) Sequence of Execution
Individuals specified in points a and c, clause 1, Article 2 of Decree 61/2024/ND-CP submit directly or via postal service or electronically a dossier as prescribed at clause 1, Article 13 of Decree 61/2024/ND-CP to their working unit.
Individuals specified in points b, d, and đ, clause 1, Article 2 of Decree 61/2024/ND-CP submit directly or via postal service or electronically a dossier as prescribed at clause 1, Article 13 of Decree 61/2024/ND-CP to the Department of Culture, Sports, and Tourism, or the Department of Culture and Sports where they reside.
Retired individuals specified in points a and c, clause 1, Article 2 of Decree 61/2024/ND-CP submit directly or via postal service or electronically a dossier as prescribed at clause 1, Article 13 of Decree 61/2024/ND-CP to the unit where they worked before retirement or to the Department of Culture, Sports, and Tourism, or the Department of Culture and Sports where they reside.
In case the individual's application is not valid and needs supplementation and revision: The receiving agency will guide the individual to complete the dossier. Within 07 days from the date of returning the dossier, the individual submits the completed dossier to the receiving agency.
The specialized agencies form Councils to award the title "People's Artist" according to the provisions of Chapter III Decree 61/2024/ND-CP, including: The grassroots-level council, the provincial-level council (also referred to as the provincial council), and the state-level council.
The sequence, procedures for awarding at the grassroots-level council (including: Department of Culture, Sports, and Tourism, Department of Culture and Sports, Radio and Television Stations, Radio - Television stations; Theatres, professional art troupes; Institutes, cultural and artistic training schools, cinematic units that have research, training, and cultural and artistic creation functions of the province, centrally governed cities):
Publicly post the list of individuals proposed for the "Artist of Merit" through public posting or posting on the unit's electronic information page for 10 days, from the end date of receiving individual dossiers according to the prescribed time to gather public opinion.
Receive and handle public opinions within 15 days from the end of the publicizing period of the list of individuals proposed for the "Artist of Merit" through public posting or posting on the unit's electronic information page.
Review and evaluate each dossier proposed for awarding the "Artist of Merit" according to the provisions of Article 8 of Decree 61/2024/ND-CP within 10 days from the date of the standing agency of the council collecting opinions from council members on the dossiers.
Within 07 days from the end of the meeting, the council is responsible for notifying in writing the results of the award consideration to the individuals whose dossiers were proposed for the title "Excellent Artist."
Receive and handle the requests within 20 days from the date of the council’s announcement of the award consideration results.
Within 07 days from the end of the period for receiving and handling requests, complete the dossiers proposed for awarding the "Artist of Merit" that attained an agreement of 80% or more of the total present council members at the meeting, and send it to the standing agency of the provincial council.
The sequence, procedures for awarding at the provincial council and the state-level council will successively follow Articles 15 and 16 of Decree 61/2024/ND-CP.
The ceremony for awarding the "Artist of Merit" is organized by the Ministry of Culture, Sports, and Tourism.
(2) Forms of Execution: Direct submission, via postal service, or on an electronic environment.
(3) Composition and quantity of Dossiers
Composition of the dossier:
Application form for the "Artist of Merit" according to Form No. 1b in Appendix I attached to Decree 61/2024/ND-CP.
Copies from the original book or authenticated copies or photocopies with original presentation for comparison (if directly submitted); copies from the original book or authenticated copies (if submitted by postal service or electronically) of the decision awarding prizes as prescribed at clause 4, Article 8 of Decree 61/2024/ND-CP.
Certification of the Unit Head on the individual's participation in awarded artistic works (Gold or Silver Prize) at contests, festivals, professional art performances used for conversion when calculating achievements for participating individuals as prescribed at clause 4, Article 8 of Decree 61/2024/ND-CP (if any).
Copies from the original book or authenticated copies or photocopies with original presentation for comparison (if directly submitted); copies from the original book or authenticated copies (if submitted by postal service or electronically) of decisions on emulation titles and reward forms (if any).
Quantity of dossiers: 01 set
(4) Processing Time
The time for organizing award-giving activities for the "Artist of Merit" at the grassroots-level council is not more than 70 days.
The time for organizing award-giving activities for the "Artist of Merit" at the provincial-level council is not more than 85 days.
The time for organizing award-giving activities for the "Artist of Merit" at the state-level council consists of 2 steps, specifically as follows:
Step 1: The time for organizing award-giving activities for the "Artist of Merit" at the state-level specialized council is not more than 115 days.
Step 2: The time for organizing award-giving activities for the "Artist of Merit" at the state-level council is not more than 100 days.
The "Artist of Merit" is considered and announced every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.
