On February 29, 2024, the Ministry of Transport issued Decision 194/QD-BGTVT on the announcement of amended administrative procedures in the field of registration within the scope of management functions of the Ministry of Transport.

Latest procedures for certifying inspector (first time) of inland waterway vehicles in Vietnam

(1) Procedures:

* Submit administrative procedure documents:

The registration unit submits the application to the Vietnam Register.

* Resolving administrative procedures:

- Vietnam Register receives and checks the documents; Within 01 (one) working day from the date of receipt of the dossier, if the dossier is incomplete, instruct the registry unit to supplement it according to regulations.

- Within 05 (five) working days from the date of receiving complete documents as prescribed, the Vietnam Register agrees with the registration unit on the time, location, and assignment of inspectors to conduct a practical examination of the professional practice capacity of the person proposed to be recognized as an inspector. Within 05 (five) working days after completing the actual inspection of the professional practice capacity of the person proposed to be recognized as an inspector, the inspector and the registration unit must complete a record of the actual inspection of the inspector's professional practice capacity. The time to complete the actual inspection of professional practice capacity is maximum 03 (three) months from the date of receipt of complete documents, according to regulations.

- Within 03 (three) working days after the Vietnam Register receives the inspection record, the Inspector Accreditation Council, based on inspector standards and the results of the actual inspection of professional practice capacity: If satisfactory, request the Director of the Vietnam Register to decide whether to recognize the inspector and issue an Inspector Certificate; If the requirements are not met, notify the registration unit in writing to request accreditation of inspector.

- The registration unit has the right to request the Vietnam Register to re-test the professional practice capacity of the person who is proposed to be recognized as an inspector after a minimum period of 01 (one) month from the date of the failed inspection. The registration unit submits 01 application from the registration unit according to the form to the Vietnam Register. The Vietnam Register carries out the order and procedures for accreditation of inspectors according to the above regulations.

(2) Submission

- Submit application directly; or

- Through the postal system; or

- Through the online public service portal.

(3) Components and quantity of documents:

* Components:

- Application form from the registration unit according to the original form;

- Inspector's professional resume according to the sample (original);

- Certified copies or copies issued from the original register or electronic copies issued from the master register or certified electronic copies from the original professional certificates;

- A certified copy or a copy issued from the original book or an electronic copy issued from the original book or a certified electronic copy of the original professional internship report of the person proposed to be recognized as an inspector according to the form .

* Number of documents: 01 set.

(4) Time limit for resolution:

- Time limit for the Vietnam Register to agree with the registration unit on the time, location and assignment of inspectors to conduct an actual inspection of the professional practice capacity of the person proposed to be recognized as an inspector: within 05 (five) working days from the date of receipt of complete documents;

- Time limit for completing the actual inspection of professional practice capacity: maximum 03 (three) months from the date of receipt of complete documents according to regulations;

- Time limit for issuing Inspector Certificate, if satisfactory: within 03 (three) working days from the date the Vietnam Register receives the inspection record.

(5) Subjects carrying out administrative procedures: Registration unit.

(6) Agencies carrying out administrative procedures:

- Competent authority to resolve: Vietnam Register

- Authorized or decentralized authority or person to implement: None.

- Agency directly implementing administrative procedures: Vietnam Register.

- Coordinating agency: None.

(7) Result of carrying out administrative procedures: Inspector certificate.

(8) Fees and charges: None.

(9) Name of application form and administrative declaration form:

- Request letter from the registry unit.

- Inspector's professional background.

- Internship report of the person recommended for inspector accreditation.
