On November 26, 2024, the Minister of Health of Vietnam issued Decision 3562/QD-BYT announcing administrative procedures in the field of Traditional Medicine and Pharmacy as stipulated in Circular 24/2024/TT-BYT.
Step 1: Selection at the unit directly managing the individual nominated for the Hai Thuong Lan Ong Prize.
- Before July 31 of the award year, the Department of Traditional Medicine and Pharmacy Administration issues a notice about the Hai Thuong Lan Ong Prize to concerned organizations and units; the notice is posted on the Ministry of Health's electronic portal and the Department's information page.
- Based on the notice from the Department of Traditional Medicine and Pharmacy Administration - Ministry of Health, heads of units organize to widely disseminate and publicize the awarding of the Hai Thuong Lan Ong Prize for all officials and public employees, workers, and other related parties to understand the criteria and process for award consideration.
+ After thoroughly researching, discussing, and mastering the stipulated criteria and conditions, the heads of units organize for individuals to self-nominate or for officials and public employees and workers of the unit to nominate and propose.
Individuals proposed for the award must submit their dossiers to the direct management unit no later than August 15 of the award year.
+ Organize a general conference of officials and public employees and workers of the unit and conduct a secret ballot vote.
++ For units with 200 or fewer officials and public employees and workers: Organize a general conference of officials and public employees and workers of the entire unit.
++ For units with over 200 officials and public employees and workers: Organize a conference of officials and public employees and workers at the department/division/office where the individual directly works with the participation of the unit leaders, personnel organization division, emulation, and commendation division, and the leaders, officials, public employees, and workers of the department/division/office.
The conference is valid when at least 80% of the officials and public employees and workers with a labor contract duration of 12 months or more are present to vote; the voting results are recorded in minutes.
+ Only those individuals receiving at least 80% of the confidence votes from the total participants are forwarded for review by the grassroots council as stipulated in point a, Clause 1, Article 10 of Circular 24/2024/TT-BYT.
+ Publicly announce the list of individuals with confidence votes at the unit for at least 07 working days for officials and public employees and workers to know and give feedback, then compile for review by the grassroots council.
+ All complaints and denunciations with names must be resolved before the grassroots council convenes.
+ The unit's dossier submitted to the grassroots council includes:
++ A proposal document from the unit with individuals nominated for the award;
++ Individual award proposal dossiers as stipulated in Article 11 of Circular 24/2024/TT-BYT;
++ Minutes of the general conference of officials and public employees and workers of the unit with individuals proposed for award consideration.
+ The direct management unit sends the individual's proposal dossier to the grassroots council no later than September 30 of the award year.
Step 2: The grassroots council conducts the award evaluation for eligible individuals and sends the proposal dossier for the Hai Thuong Lan Ong Prize for Traditional Medicine and Pharmacy to the standing committee of the Ministry-level council.
- The grassroots council organizes meetings, reviews dossiers, conducts verification (if deemed necessary), and votes confidence. Only individuals receiving at least 80% of the confidence votes from the total grassroots council members according to the establishment decision are proposed to the Ministry-level council.
- In cases of non-approval, the council submits a document to the council chairman notifying the individual proposing for the award.
- Within 15 days from receiving the confidence result, the grassroots council must submit the results to the Ministry-level council for consideration.
The grassroots council sends the dossier to the standing committee of the Ministry-level council no later than October 30 of the award year.
- The grassroots council's dossier submitted to the Ministry-level council includes:
+ Submission to the Ministry-level council (Form No. 02 - Appendix 02);
+ List of nominees for the Hai Thuong Lan Ong Prize (Form No. 5 - Appendix 02);
+ Minutes of meetings, secret ballot results of the grassroots council (Form No. 03, Form No. 04 - Appendix 02);
+ Report on achievements of individuals with confirmation from the grassroots council; documents proving individual achievements in the field of traditional medicine, combining traditional medicine with modern medicine.
Step 3: The Ministry-level council selects based on the proposals of the grassroots council and compiles, and submits to the Ministry of Health for the award consideration.
- Within 30 days of receiving the dossier from the grassroots council, the standing committee of the council is responsible for verification and compilation for the Ministry-level council review.
- Based on the dossier verification results by the standing committee, the Ministry-level council conducts a meeting to review the dossiers submitted by the grassroots council and conducts a secret ballot. Only individuals receiving at least 80% of the confidence votes from the total Ministry-level council members according to the establishment decision are proposed for the Minister of Health's decision.
- The standing committee prepares the dossier for the Ministry of Health to sign the decision awarding the Hai Thuong Lan Ong Prize. For those not awarded, the standing committee notifies the grassroots council in writing of the individuals proposed.
