Latest procedure for reissuing the Certification of Professional Maritime Pilotage in Vietnam (Internet image)

On March 6, 2024, the Ministry of Transport issued Decision 215/QD-BGTVT regarding the announcement of amended administrative procedures related to maritime under the Ministry of Transport.

Latest procedure for reissuing the Certification of Professional Maritime Pilotage in Vietnam

(1) Implementation process:

* Submission of the application

Organizations or individuals shall submit one (1) set of applications directly to the Vietnam Maritime Administration or send them via the postal system or online public service system.

* Processing of administrative procedure:

- The Vietnam Maritime Administration receives the application, checks the components and quantity of the application according to regulations, records them, and sets a deadline for delivering the results as prescribed:

+ In the case of direct submission, if the application is incomplete according to regulations, it will be returned along with instructions for the organization or individual to complete the documents according to regulations.

+ In the case of receiving applications via the postal system or online public service system, if the application is incomplete according to regulations, the Vietnam Maritime Administration shall notify the applicant in writing within a maximum of two (2) working days from the date of receiving the documents.

+ In the case of reissuing due to the expiration or imminent expiration of the Certification of Professional Maritime Pilotage: within a maximum of two (2) working days from the date of receiving the complete application according to regulations, the Vietnam Maritime Administration shall send a written request to the regional Maritime Port Authority for confirmation of the vessel's pilotage order. Within a maximum of two (2) working days from the date of receiving the written request from the Vietnam Maritime Administration, the regional Maritime Port Authority shall send a confirmation letter to the Vietnam Maritime Administration.

- Within a maximum of five (5) working days from the date of receiving the complete application according to regulations or within a maximum of one (1) working day from the date of receiving the confirmation letter from the regional Maritime Port Authority (for cases requiring confirmation from the regional Maritime Port Authority), the Vietnam Maritime Administration shall reissue the Certification of Professional Maritime Pilotage according to the prescribed form. If the conditions for reissuance of the Certification of Professional Maritime Pilotage are not met according to regulations, the Vietnam Maritime Administration must respond in writing and specify the reasons.

(2) Implementation method:

Direct submission or sending via the postal system or online public service system.

(3) Components, quantity of application:

* Components:

- Application for reissuance of the Certification of Professional Maritime Pilotage, clearly stating the reason and having confirmation from the head of the maritime pepper pilot organization or the shipmaster management unit according to the prescribed form.

- Original or certified copy or electronically certified copy from the original legal document proving the adjustment of information in case of information change.

- Two color photos for cases of direct submission or via postal service, one photo file for cases of submission via the online public service system, size 3cm x 4cm, white background, taken within the last 6 months.

- Original or certified copy or electronically certified copy from the original Health Certificate as regulated; or Health Certificate for seafarers as regulated by the Ministry of Health (for pepper pilots over 62 years old).

* Quantity of application: 01 set.

(4) Processing time limit:

Within a maximum of five (5) working days from the date of receiving the complete application, according to regulations.

(5) Subjects implementing administrative procedure: organizations, individuals.

(6) Authority implementing administrative procedure:

- Competent authority in Vietnam: Vietnam Maritime Administration.

- Authorized or delegated authority to implement: None.

- Direct authority implementing the administrative procedure: Vietnam Maritime Administration.

- Coordination authority: None.

(7) Results:

- Certification of Professional Maritime Pilotage.

(8) Fees:

- Fee: 150,000 VND per certificate.

(9) Name of the application form, administrative declaration form:

Application form for reissuing the Certification of Professional Maritime Pilotage.

More details can be found in Decision 215/QD-BGTVT, which comes into force from April 1, 2024.
