Latest Guidelines on Signing Employment Contracts for Public Employees

Currently, the latest regulations on the signing of work contracts for public employees are implemented according to Circular 03/2019/TT-BNV issued on May 14, 2019.

Public employees may be considered for fixed-term or indefinite-term employment contracts. To be specific:

- Fixed-term employment contracts (from 12 months to 36 months) apply to cases where candidates have passed the recruitment exams or selection process for public employees.

- Indefinite-term employment contracts apply in the following cases:

+ Cases where individuals have completed a fixed-term employment contract as stipulated in Clause 2 and Clause 3, Article 18 of Decree 29/2012/ND-CP, which was amended and supplemented by Clause 10 of Decree 161/2018/ND-CP;

+ Cases where officials are converted into public employees as stipulated in Points d, dd, Clause 1, Article 58 of the Law on Public Employees.
