Land use plan for Information and communication infrastructure planning in Vietnam

The content mentioned in Decision 805/QD-TTg of 2024 approving the Implementation Plan for the Information and Communications Infrastructure Planning for the period 2021-2030, with a vision to 2050, promulgated by the Prime Minister of the Government of Vietnam.

The Implementation Plan for the Information and Communications Infrastructure Planning for the period 2021-2030, with a vision to 2050, is built based on the provisions in Article 45 of Planning Law 2017, including the following main contents:

(1) Public Investment Projects

- Priority is given to allocating public investment capital using state budget sources to implement information and communications infrastructure development projects led by ministries, central authorities, and local authorities (ministries, central agencies, agencies directly under the Government of Vietnam, Provincial/City People's Committees) in conformity with the Information and Communications Infrastructure Planning. Specifically:

+ Group of priority information and communications infrastructure projects led, organized, and coordinated by the Ministry of Information and Communications: (1) Postal infrastructure projects group, including projects serving state management of postal services; (2) Digital infrastructure projects group, including projects serving state management of telecommunications; (3) Information technology application projects group, including projects serving state management of information technology application; (4) Information technology industry projects group, including projects serving state management of the information technology industry; (5) Network information security, cybersecurity projects group, including projects serving state management of network information security, cybersecurity.

+ Group of priority information and communications infrastructure projects led, organized, and coordinated by ministries, central authorities, and local authorities (ministries, central agencies, agencies directly under the Government of Vietnam, Provincial/City People's Committees): (1) Digital infrastructure projects group, including projects serving state management of telecommunications; (2) Information technology application projects group, including projects serving state management of information technology application; (3) Information technology industry projects group, including projects serving state management of the information technology industry; (4) Network information security, cybersecurity projects group, including projects serving state management of network information security, cybersecurity.

- Period 2021 - 2025: Develop and supplement, and adjust the medium-term public investment plan to propose additional information and communications infrastructure development projects.

- Period 2026 - 2030: Develop, implement, and include in the medium-term public investment plan investment projects that meet development requirements and orientations stated in Decision 36/QD-TTg of 2024.

(2) Investment Projects Using Non-Public Investment Capital

- Investment projects using non-public investment capital include groups of priority information and communications infrastructure projects implemented by enterprises, specifically: (1) Postal infrastructure projects group; (2) Digital infrastructure projects group, including projects providing information serving state management of telecommunications; (3) Information technology application projects group; (4) Information technology industry projects group; and (5) Network information security, cybersecurity projects group.

- Call for the implementation of new construction, upgrade, and expansion projects of information and communications infrastructure using non-public investment capital: Implement according to Decision 1831/QD-TTg of 2021 by the Prime Minister of the Government of Vietnam promulgating the national list of foreign investment calling projects for the period 2021-2025, and attract information and communications infrastructure development projects in accordance with the goals and orientations stated in Decision 36/QD-TTg of 2024.

(3) Land Use Plan

The allocation of land use for developing national information and communications infrastructure must be in accordance with the national land use planning (implemented under Resolution 39/2021/QH15 and Decision 326/QD-TTg of 2022), national marine spatial planning, and compatible with the orientations identified in Decision 36/QD-TTg of 2024.

Encourage the integration of information and communications infrastructure projects with digital technology industry projects, digital government, digital economy, and digital society projects to form an ecosystem that enhances resource utilization efficiency for economic and social development, and ensures national defense and security.

Information and communications infrastructure in localities (provinces, cities) is updated and integrated into the local planning to allocate land reserves and organize synchronous implementation. The plan for land use for information and communications infrastructure development according to the Planning is determined within the local land use plan. Localities shall allocate appropriate land areas based on their development needs, provincial planning, and related regulations.

(4) Policies and Solutions

On implementing legal regulations on planning

- Announce the Planning, provide Planning information to organizations and individuals; monitor, supervise, and evaluate the implementation of the Planning.

- Provide planning data to serve the construction of the National Information and Database System on Planning.

- Store Planning records.

- Report and evaluate the implementation of the Planning periodically every year, every 5 years, or unexpectedly as required by the competent authorities.

On developing and utilizing resources to implement the Planning

Implement synchronously, focusing on key solutions groups: (1) mechanisms and policies, which prioritize reviewing and supplementing issues and regulations related to digital institutions to develop information and communications infrastructure in the digital environment, handling new emerging relationships, new subjects on digital infrastructure; (2) science and technology, environment, which prioritize solutions for promoting innovation and digital transformation, and green transformation in information and communications; (3) developing human resources, which prioritize the development of high-quality human resources, universalizing, and training digital skills for developing digital government, digital economy, digital society; (4) market and service development, which prioritize developing new markets and services in line with technology convergence trends; (5) mobilizing investment capital, which allocates focused investment capital to motivation projects with spreading and regional connectivity; (6) international cooperation, which prioritizes attracting internal and external resources, creating breakthroughs in technology, capital, and management science for developing information and communications infrastructure; (7) organizing the implementation and monitoring the planning as specified in Section VII. Solution for implementing the planning of Decision 36/QD-TTg of 2024 by the Prime Minister of the Government of Vietnam approving the Planning.
