City People's Committee. Ho Chi Minh City issued Decision 13/2023/QD-UBND dated March 8, 2023, promulgating regulations on land price adjustment coefficients to prepare compensation, support and resettlement plans to collect opinions from people whose land is recovered in Ho Chi Minh City in 2023.

In particular, the land price adjustment coefficient of 22 districts in Ho Chi Minh City in 2023 is specified as follows:

Thus, the highest coefficient for adjusting land prices for residential land in Ho Chi Minh City is 25 times the state price for localities such as: Hoc Mon district (October 25) and Thu Duc city (June 25).

2. Agricultural land price adjustment coefficient of 22 districts in Ho Chi Minh City in 2023

 

According to Clause 2, Article 3 of Decision 13/2023/QD-UBND, the agricultural land price adjustment coefficient of 22 districts in Ho Chi Minh City in 2023 is as follows:

Thus, the highest coefficient for adjusting land prices for agricultural land is 38 times higher than the state price in Binh Chanh district (15–38).

3. Land price adjustment coefficient in some other cases in Vietnam

3.1. For non-agricultural land that is not residential land

For non-agricultural land other than residential land, the price adjustment coefficient is implemented as follows:

- Commercial and service land: calculated at 80% of the price of adjacent residential land.

- Non-agricultural production and business land is not commercial or service land; land used for public purposes with business purposes; land for the construction of agency headquarters; land for public works: calculated at 60% of the price of adjacent residential land.

- Cemetery and graveyard land: calculated at 60% of the price of adjacent residential land.

- Educational and medical land: calculated at 60% of the price of adjacent residential land.

- Religious land: calculated at 60% of the price of adjacent residential land.

(Point b of Clause 1 of Article 3 of Decision 13/2023/QD-UBND 2023)

3.2. For residential land locations

- Location 1: land with road frontage, applicable to land plots and land areas with at least one side adjacent to the road as specified in the land price list.

- Location 2: applicable to plots of land with at least one side adjacent to an alley with a width of 5m or more, calculated by 0.5 of location 1.

- Location 3: applicable to plots of land with at least one side adjacent to an alley with a width of 3 to less than 5m, calculated by 0.8 of location 2.

- Location 4: applies to land plots and land areas with remaining locations calculated by 0.8 of Location 3.
