City People's Committee Ho Chi Minh City has issued Decision 53/2021/QD-UBND stipulating the land price adjustment coefficient in 2022 in the city. HCM.

Accordingly, the land price adjustment coefficient is applied depending on each group of subjects and depending on the area of ​​​​the district, Thu Duc city and the factors that increase and decrease the land price as follows:

Group 1 : In case a household or individual is recognized by the State for the right to use residential land, permits the change of land use purpose from non-residential land to residential land, for the residential land area exceeding the quota, land use purposes as prescribed in Clause 30, Article 2 of Decree No.  01/2017/ND-CP , in the case of being allowed to continue using land in the form of land allocation with collection of land use levy: Land price adjustment coefficient is  1.5 times  the land price regulated and announced by the City People's Committee.

Group 2 : The case of determining the annual land rental unit price for the first stable cycle; determine the annual land rental unit price when adjusting the land rental unit price for the next stable cycle; determining the starting price in the auction of land use rights for lease in the form of land lease with annual rental payment; determine the land rental unit price when receiving the transfer of assets attached to the leased land according to the provisions of Clause 3, Article 189 of the Land Law: The land price adjustment coefficient is applied depending on the land use purpose and area as follows: :

- Industrial production, small industry, handicraft; warehouses, factories; mineral activities; production of building materials and ceramics; land for construction of public works for business purposes; land for construction of supermarkets, commercial stores - price stabilization sales services; petrol stations; land for construction of hospitals, polyclinics; school.

- Build infrastructure for transfer or lease in concentrated industrial parks and export processing zones; worker accommodation; harbors, piers, ferry terminals, ferry terminals, bus stations, railway stations, airports, land for construction of airport infrastructure facilities; garbage transfer station, garbage compactor parking place; agricultural production, forestry, aquaculture, salt making.

Area 1, including : District 1, District 3, District 4, District 5, District 10, District 11, Tan Binh District and Phu Nhuan District;

Area 2, including : Thu Duc city, District 6, District 7, Go Vap district, Binh Thanh district, Tan Phu district;

Area 3, including : District 8, District 12, Binh Tan District;

Area 4, including : Binh Chanh district, Cu Chi district, Nha Be district, Hoc Mon district;

Area 5 : Can Gio District.

Group 3: Trường hợp tổ chức được Nhà nước giao đất có thu tiền sử dụng đất không thông qua hình thức đấu giá quyền sử dụng đất, công nhận quyền sử dụng đất, cho phép chuyển mục đích sử dụng đất; hộ gia đình, cá nhân được Nhà nước giao đất không thông qua hình thức đấu giá quyền sử dụng đất; xác định đơn giá thuê đất trả tiền một lần cho cả thời gian thuê không thông qua hình thức đấu giá; xác định đơn giá thuê đất khi chuyển từ thuê đất trả tiền hàng năm sang thuê đất trả tiền thuê đất một lần cho cả thời gian thuê theo quy định tại khoản 2 Điều 172 Luật Đất đai; xác định đơn giá thuê đất trả tiền một lần cho cả thời gian thuê khi cổ phần hóa doanh nghiệp nhà nước; xác định giá trị quyền sử dụng đất để tính vào giá trị tài sản của cơ quan, tổ chức, đơn vị theo quy định tại khoản 2, khoản 3 Điều 101, khoản 4 Điều 102 Nghị định 151/2017/ND-CP ; starting price of land use right auction when the State allocates land with collection of land use levy, leases land with one-off payment for the entire lease period: The land price adjustment coefficient applied depending on the area is as follows:

Area 3 , including: District 8, District 12, Binh Tan District: The land price adjustment coefficient is  two point one (2.1) times  the land price regulated and announced by the City People's Committee;

Area 4 , including: Binh Chanh district, Cu Chi district, Nha Be district, Hoc Mon district: The land price adjustment coefficient is  1.9 times  the land price regulated and announced by the City People's Committee;

Area 5 , Can Gio District: The land price adjustment coefficient is  1.7 times  the land price regulated and announced by the City People's Committee.

Thus, compared with the land price adjustment coefficient in 2021 specified in Decision 18/2021/QD-UBND , the land price adjustment coefficient in 2022 in Ho Chi Minh City. HCM has not changed.
