Circular 14/2017/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on July 20, 2017, to specifically regulate technology labor norms in the field of land and cadastral.
Circular 14 stipulates the technological labor norms (hereinafter referred to as labor norms): It is the direct labor time to produce a product (or perform a work step). The content of labor norms includes:
- Job content: Specifies the basic and main operations to perform the work step;- Difficulty classification: Specifies the basic factors affecting the performance of the work step as the basis for difficulty classification;- Staffing levels: Specifies the number of technical laborers; the type and rank of technical laborers to perform work according to the professional standards of officials, the professional title standards of public employees in the science and technology sector;- Norms: Specifies the direct labor time to produce a unit of product (perform the work step); the unit of measurement is individual or group labor/product unit; a workday (shift) is calculated as 8 working hours.
Additionally, Circular 14 also stipulates the fieldwork norms expressed as fractions, where:
- The numerator is the technical labor norm (calculated by group labor or individual labor);- The denominator is the common labor norm, calculated by individual labor.
In which:
- Common labor refers to laborers hired to perform simple tasks such as transporting equipment accompanying the main machine, materials, sightline clearance, liaison, navigation, protection, survey assistance, monument excavation, material washing; involved in surveying, cadastral map correction, land and associated asset registration, cadastral dossier establishment, certificate issuance identified as village, hamlet, and residential group officers, individuals knowledgeable about local land conditions, reputable representatives of local communities; individuals performing some simple tasks in surveying, land and associated asset registration, and cadastral dossier establishment.- The technical labor norm stoppage due to weather for fieldwork technical laborers is added 0.25 of the fieldwork norm specified in the norm tables.
