Labor norms for land pricing in Vietnam applying the method using land price coefficient

Recently, the Ministry of Natural Resources and Environment of Vietnam issued Circular 20/2015/TT-BTNMT on economic-technical norms to prepare state budget estimates for land pricing in Vietnam.

Circular 20/2015/TT-BTNMT stipulates specific labor norms for land pricing in Vietnam applying the method using land price coefficient as detailed in the following table:

Note:

The labor norm is calculated for an average land pricing area with 01 type of land, an area of 1ha, in a commune; having 10 land positions (calculated to the road segment according to the current land price table) for homestead land or non-agricultural land excluding homestead land, and 03 land positions for agricultural land. When calculating the norm for a specific land pricing area, the following adjustments should be made:

- When the number of land positions in the pricing area changes (more or less than 10 land positions for homestead land or non-agricultural land excluding homestead land; more or less than 03 land positions for agricultural land), adjust proportionally for items 2, 3, and 4;

- For items 2, 3, 4, and 5: base adjustments on the coefficient ratio according to area size and region as specified in Table 03.

In cases where the pricing area includes multiple types of land, calculate separate norms according to the area of each type of land for items 2, 3, 4, and 5. For the remaining items in the Table, multiply by the coefficient K-1.3.

In cases where the pricing area spans multiple communes (pricing land for compensation in transportation, irrigation, power line projects…), adjust item 2: for pricing areas spanning 02 communes, multiply by coefficient K = 1.3; for areas spanning over 02 communes, add a coefficient of 0.02 for each additional commune.
