On October 19, 2015, the Government of Vietnam issued the Decree No. 97/2015/NĐ-CP on management of position holders in wholly State-owned one-member limited liability company.
According to Article 19 of the Decree No. 97/2015/NĐ-CP of the Vietnam’s Government, knowledge training for managers of 100% state-owned limited liability companies are stipulated as following:
- Knowledge training for enterprise managers must be based on the position and title standards of the enterprise manager and human resource development plannings and plans of the corporation or company.
- The results of learning and fostering knowledge of business managers are recognized as an assigned task and are reviewed to evaluate the performance of the task annually.
- Enterprise managers during the period of participation in knowledge training are entitled to full salary; The time for training in knowledge shall be included in the continuous working time, the time limit for considering raising the salary level and other benefits as prescribed by law.
- An enterprise manager is assigned to participate in knowledge training with the state budget or the enterprise's financial source if he or she voluntarily quits school, quits his job, or has completed his studies but has not served the full time as committed. If they voluntarily quit their jobs, they must pay compensation for knowledge training expenses as prescribed by law.
- The Ministry of Home Affairs of Vietnam shall stipulate the content, time and form of knowledge training for enterprise managers according to each title.
