On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs of Vietnam issued Circular 48/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

According to the regulations on the minimum required knowledge volume and competency requirements that learners must achieve after graduating from the intermediate and college levels in the field of management and operation, maintenance of power lines and substations with voltage levels up to 110 kV, issued together with Circular 48/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating in the field of management and operation, maintenance of power lines and substations with voltage levels up to 110 kV at the intermediate level is stipulated as follows:
- Analyze operational parameters, normal operating conditions, abnormal conditions, and fault conditions of equipment and power grids;
- Describe the operational principles, technical characteristics of equipment and power grids, and operating principles of the power system;
- Present the functions, contents, and scope of work tickets, work orders, and operation tickets; list the tasks to be performed according to work tickets, work orders, and operation tickets;
- Describe the procedures, timing, and contents of daily, nightly, technical, sudden, and fault inspections. Describe the procedures and contents of overhead inspections, ground resistance checks, thermal inspections, and sag inspections;
- Present the methods of using inspection and measuring equipment used in the management, operation, maintenance, and repair of the power system;
- Analyze accident risks and implement safety measures when working with power grid equipment; present the methods of performing first aid for work-related accidents;
- Present maintenance and repair methods for electrical grid infrastructure, including medium and low voltage lines, distribution substations, medium voltage underground cables, and 110 kV substations;
- Present the procedures for handling power system incidents and power system dispatch procedures;
- Present basic knowledge of politics, culture, society, law, national defense and security, and physical education according to regulations.
