Knowledge Requirements for the Installation of Power Lines and Substations up to 110KV for Intermediate Level

On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 48/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

Pursuant to the Regulation on minimum volume of knowledge, competency requirements that learners must achieve after graduating at the intermediate level, college level for the profession of installing power transmission lines and substations with a voltage of 110 kV or lower issued together with Circular 48/2018/TT-BLDTBXH stipulates the minimum knowledge that learners must achieve after graduating in the field of installing power transmission lines and substations with a voltage of 110 kV or lower at the intermediate level as follows:

- Present methods for reading various types of drawings and symbols on diagrams used in construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present the structure, usage methods, and preservation of various means, equipment, tools, and materials used in construction, installation; maintenance, repair; testing, calibration, and safety measures in the construction of electrical works with a voltage up to 110 kV;

- Present the preparation, transportation, and arrangement of means, equipment, tools, and materials at the construction site for installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present the process of receiving equipment at the construction site for installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present the regulations and plans for organizing safety measures in construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV ensuring 5S standards at the workplace; basic first aid for occupational accidents;

- Understand regulations on inspecting equipment and tools for safety before working; principles and regulations when working at heights, with electrical equipment;

- Present the structure, working principles, characteristics, and usage of: Various types of electrical appliances, electrical machines, measuring equipment, lightning protection systems, batteries, high voltage capacitors, crossarms, insulators, bars, wires, cables, electric poles, grounding systems, electrical cabinets: distribution cabinets, closing/opening cabinets...;

- Present the structure, characteristics, and operational procedures of various power transmission lines, substations with a voltage up to 110 kV, and electrical systems;

- Present various forms to serve the task of compiling data, inspecting and evaluating the construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Know methods of compiling data (statistics), reporting, and inspecting, supervising assets, and equipment;

- Present construction plans, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present the methods, procedures, and technical standards for construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present the methods of measurement, inspection, and adjustment after construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present procedures and handover of electrical works;

- Present regulations on the implementation of receiving/locking work tickets when conducting maintenance, repair of electrical works;

- Present the process of constructing electric pole foundations; grounding systems; erecting electric poles; installing line equipment; laying wires/cables, pulling wires/cables, tensioning wires/cables, taking sag, locking wires/cables; testing cable lines; constructing cable trenches; installing lightning protection systems for power transmission lines with a voltage up to 110 kV;

- Present the process of erecting electric poles; grounding systems; installing transformers; measuring transformers; distribution cabinets, switching cabinets; installing busbars, connecting transmission lines to substations; installing high-voltage switching and protection equipment; measurement, control, protection systems; power compensation systems; AC and DC systems; dispatching, telecommunication, SCADA systems; self-use electrical systems for substations with a voltage up to 110 kV;

- Present the process of maintenance, repair of pole foundations, electric poles; crossarms, insulators, wires, electrical conductors; lightning protection systems; disconnect switches, fuses; grounding systems; AC and DC systems; circuit breakers; transformers...;

- Analyze and compile data according to various technical drawings in the construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110kV;

- Analyze the advantages and disadvantages of similar equipment from different manufacturers;

- Analyze the types of damage, the impact of damage, construction, installation; maintenance, repair; testing, calibration on the operation of equipment in electrical works with a voltage up to 110 kV;

- Know the method of fully compiling means, equipment, tools for construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- State the method of accurately determining the location, construction site, equipment installation positions, and related benchmarks at the construction site;

- State the process of construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110kV;

- Present safety knowledge to perform first aid for occupational accidents during construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage up to 110 kV;

- Present basic knowledge about politics, culture, society, law, national defense security, physical education as prescribed.
