Knowledge and Skills Required Upon Graduation from Intermediate-Level Social Work Program

On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at intermediate and college levels in health and social service sectors.

According to the Regulation on Minimum Knowledge Volume and Competence Requirements that Learners Must Achieve After Graduating from Intermediate and College Level Social Work Programs, issued together with Circular 54/2018/TT-BLDTBXH, the minimum knowledge that a graduate from an intermediate-level social work program must achieve is as follows:

- Present basic knowledge about the formation and development process of social work in the world and in Vietnam; the objects, functions, and tasks of social work; the relationship between social work and some other disciplines; crisis handling, social work models, etc.;

- Describe the history of social work: behavioral cognitive theory, ecological theory, psychoanalytic theory, family theory, human development theory, need theory, system theory;

- Basically distinguish the different levels of social intervention: individual, group, community. Connect methods and skills in counseling to flexibly apply them in individual social work practice, group social work, and community development;

- Describe different approach models to assist individuals with problems in their lives; research knowledge and policy making;

- Summarize management knowledge, operate activities, and provide assistance services for individuals, families, and groups;

- Present basic knowledge on politics, culture, society, law, national defense and security, and physical education as prescribed.

Additionally, the minimum skills required for a graduate from an intermediate-level social work program are as follows:

- Utilize individual and group social work skills to provide assistance services to individuals, families, and groups to help them enhance their self-problem-solving abilities and meet their needs;

- Connect resources to improve and resolve social issues. Connect and promote resources to develop people, and manage society harmoniously at the individual and organizational levels to prevent risk factors of social evils, social deviations, etc.;

- Apply skills in listening, observing, interviewing, home visiting, counseling, report writing, group communication, managing group conflicts, and negotiating skills;

- Evaluate and identify problems in the community, mobilize resources for community development, and participate in managing and implementing community development projects;

- Utilize basic information technology skills as prescribed; apply information technology in some specific professional tasks of the industry;

- Utilize basic foreign language skills, achieving level 1/6 in the Vietnam's Foreign Language Proficiency Framework; apply foreign language skills in some specific professional tasks of the industry.
