Circular 45/2018/TT-BLDTBXH specifically stipulates the minimum knowledge volume and skills that learners must achieve after graduating from college level in the field of Electronics, Telecommunications Engineering Technology. Detailed as follows:

Regarding the knowledge volume:

- Accurately present the structure, working principles, parameters and technical standards of optical information systems, mobile information, transceiver devices, data transmission devices, basic electronics, and electronic telecommunications;

- Analyze and evaluate operational, maintenance and repair solutions for devices in electronic and communication systems;

- Present and explain foundational knowledge to design and analyze analog electronic circuits, digital electronic circuits, and microcontroller circuits;

- Identify and present the types, features, and purposes of measurement devices, electrical tools, and handheld electronics of the industry;

- Present basic knowledge about politics, culture, society, law, national defense security, and physical education as regulated.

Regarding skills:

- Proficiently construct common communication electronic systems such as internal telecommunication networks, peripheral networks, transmission lines (optical cables, coaxial cables…), modulation-demodulation devices, and radio transceiver devices;

- Accurately analyze and repair hardware issues in electronic and communication devices;

- Draw simulation circuits and printed circuit boards of basic electronic circuits using one of the circuit design software such as OrCad, Altium, etc.;

Skillfully use measurement devices, electrical tools, and handheld electronics of the industry in performing tasks;

- Install, operate, maintain, and service some devices (hardware and software) and electronic communication systems, internal telecommunication networks, electronic devices and computer networks;

- Develop processes, organize installation, guide the exploitation, operation, maintenance, and servicing of electronic, telecommunication devices and computer networks;

- Independently solve tasks;

- Use basic information technology as regulated; exploit, handle, and apply information technology in professional tasks of the industry;

- Use basic English, achieving level 2/6 in the Vietnamese language proficiency framework; apply English in professional tasks of the industry.
