Knowledge and Responsibilities to be Achieved After Graduating from College-Level Midwifery

On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at intermediate and college levels in health and social service sectors.

According to the regulations on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from the intermediate level, college-level midwifery profession, issued together with Circular 54/2018/TT-BLDTBXH, the minimum knowledge learners must achieve after graduating from college-level midwifery is as follows:

- Be able to present the legal regulations in the work of patient care, regulations of the Law on Medical Examination and Treatment to practice in accordance with the law and appropriate to responsibilities, tasks, and professional competence within the scope of the profession;

- Identify the role and scope of professional practice of a midwife in the work of health care for women, mothers, and newborns;

- Be able to explain the causes, symptoms, and treatment directions for patients to plan patient care;

- Present knowledge in the fields of obstetrics and gynecology, neonatology, society, public health, and professional ethics as a foundation for appropriate care for mothers, newborns, and their families in line with the cultural factors of the community;

- Present basic knowledge of politics, culture, society, law, national defense, security, and physical education as regulated.

In addition, the regulation on the minimum level of autonomy and responsibility learners must achieve is as follows:

- Work independently or in teams to solve complex tasks in changing working conditions;

- Comply with the regulations on medical ethics, professional regulations, legal regulations related to the midwifery field, and other health sector regulations;

- Coordinate well with colleagues in performing tasks and handling real-life situations;

- Guide, supervise team members in performing specific tasks; bear personal responsibility and responsibility towards the group;

- Evaluate the quality of work after completion and the performance results of team members.
