On February 29, 2024, the Ministry of Natural Resources and Environment issued Official Dispatch 1263/BTNMT-VP on orientations for propaganda and communication on natural resources and the environment in 2024.

Key propaganda and communication content on natural resources and the environment in Vietnam for 2024

Specifically, key propaganda and communication contents include:

- Propagate and disseminate Resolutions, Directives, and Conclusions of the Central Executive Committee, Politburo, Secretariat, and Resolutions of the National Assembly and the Government; important political and current events of the Party and State in 2024; Activities to celebrate major holidays and important historical events according to the guidance of the Central Propaganda Department; Results of implementing the Resolution of the 13th Party Congress, Socio-economic development strategy for the period 2021 - 2030, Socio-economic development plan for the period 2021 - 2025 associated with the position, functions and tasks of the Ministry of Natural Resources and Environment and the natural resources and environment sector.

- Propagate, disseminate, and guide the implementation of the Land Law 2024; New regulations in the Law create corridors for effective management and use of land resources, meeting the requirements of promoting industrialization, modernization, equity, and social stability; ensuring national defense and security; protecting the environment; and adapting to climate change. The content of solving problems in practice received a lot of attention when the Law came to life. The process of organizing, developing, promulgating, and promulgating according to authority documents guiding the implementation of the Land Law 2024; building and operating a land database.

- Propagate and disseminate the Law on Water Resources 2023; Deploy the development, promulgate, and promulgate according to the authority documents guiding the implementation of the Law on Water Resources 2023. - Continue to communicate and effectively implement the Law on Environmental Protection 2020, focusing on disseminating legal policies, guidelines, and helping people raise awareness and change behavior towards green, environmentally friendly consumption; promote a circular economy; and, at the same time, mobilize the participation of all people in environmental protection, ready to carry out waste classification at source nationwide.

- Communicate the results of implementing the COP26 Results Implementation Project, the National Strategy on Climate Change, and the National Plan to Adapt to Climate Change for the period 2021–2023, with a vision to 2025, an action plan to reduce methane emissions; implementing the initiatives and commitments Vietnam participated in at COP28; and mobilizing resources to implement the Political Declaration establishing a partnership for fair energy transition (JEPT). Focus on building, propagating, training, and exchanging so that businesses and people understand carbon credit management regulations in Vietnam, promote the development of the domestic carbon market, and connect with regional and world carbon markets. Solutions to proactively respond and adapt to climate change are associated with socio-economic development and ensuring people's livelihoods, contributing to the country's sustainable economic development.

- Communicate the process of developing, completing, and submitting for promulgation the Law on Geology and Minerals; the results of implementing Resolution 10-NQ/TW dated February 10, 2022, of the Politburo on the strategic orientation of the geology, minerals, and mining industries to 2030, vision to 2045; Promote decentralization of mineral resource management to ensure transparency and promote initiative and creativity in mineral resource management in each area, contributing to the good management of national mineral resources. Build a geological database associated with localities to serve socio-economic development; Basic investigation of geological and mineral resources for socio-economic development activities, especially key national projects.

- Deploy the communication program on seas and oceans until 2030; results of implementing Resolution 36-NQ/TW on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; the process of building and completing the submission to competent authorities for promulgation of the National Marine Spatial Plan for the period 2021–2030, with a vision to 2050.

- Continue to propagate and implement the Hydrometeorological Industry Development Strategy to 2030, with a Vision to 2045 associated with the implementation of Directive 10-CT/TW dated September 25, 2021 of the Secretariat on strengthening the Party's leadership in hydrometeorological work, meeting the requirements of building and protecting the Fatherland, and related documents; Harmoniously combine communication methods to convey hydrometeorological information in a timely, simple, clear, easy-to-understand, accessible manner, suitable to the characteristics of each area, each region, and each subject. Complete propaganda programs and documents, disseminate knowledge, and raise public awareness about hydrometeorology; Build a communication system about the impact of natural disasters and natural disaster risks on socio-economic activities and people's lives.

- Communicate, introduce the role and application of remote sensing technology in monitoring natural resources and the environment; the results of building a national geographic database to serve the construction of national geospatial data infrastructure and e-Government; Apply remote sensing technology and maps for socio-economic development activities.

- Communicate the results of transformation and development of the digital economy of resources and environment; connection and interconnectedness to serve the development of e-Government; Operate centralized digital infrastructure, share industry and national data, and develop digital government, digital economy, digital society, and smart cities.

- Communicate and introduce achievements and scientific research and advanced technology to improve the efficiency of management and use of natural resources, protect the environment, and proactively respond to climate change; patriotic emulation movements, building and replicating advanced examples, models, and effective constitutions; Promote administrative reform, foreign information, and international integration of natural resources and the environment.
