Key Contents of the Coastal Zone Resource Management Program

Circular 49 stipulates the primary content of the program, including groups of solutions, tasks, and resources for program implementation. Specifically:

- Task groups are concretized into projects, schemes, topics, and various activities according to a timeline and in line with actual resources to achieve the program's objectives.- Solution groups for program implementation include:- Solutions concerning institutional and policy aspects;- Solutions for strengthening state management capacity;- Solutions for disseminating and raising awareness among management officials and stakeholders about integrated coastal resource management;- Financial solutions;- Solutions involving technical tools to support integrated coastal resource management;- Solutions to support and facilitate the active and effective participation of communities, organizations, and individuals in the management process;- Solutions for international cooperation and the application of science and technology.- Resources for program implementation- Human resources include relevant agencies, organizations, individuals, and communities involved in the program formulation and implementation;- Financial resources include funding from local budgets, other investment sources through bilateral and multilateral international cooperation programs and projects, and private investments from domestic and foreign enterprises, organizations, and individuals.
