On February 23, 2024, the Ministry of Culture, Sports, and Tourism issued Plan 680/KH-BVHTTDL, the key administrative procedure reform plan for 2024.

Specifically, the tasks of the Key administrative procedure reform plan in Vietnam for 2024 include:

(1) Reform of regulations on administrative procedures and business decisions

* Review and report to the Ministry's leadership on the overall plan to reduce and simplify business decisions that are barriers causing difficulties for people and businesses, which focuses on prioritizing reviewing and proposing plans to reduce and simplify licenses in the fields of tourism and advertising (details in the Appendix attached to the Plan).

- In charge of implementation: agencies with administrative procedures.

- Completion deadline: April 2024 at the latest.

* Review and study the opinions of ministries, branches, and localities to complete the plan to simplify regulations and administrative procedures related to judicial record cards in the field of management in order to reduce unreasonable requirements for submitting Judicial Record in implementing administrative procedures, ensuring substance and effectiveness.

- Presiding over implementation: Agencies with administrative procedures require submission of Judicial Record Form.

- Completion deadline: No later than March 2024.

* Accelerate the progress of amending and supplementing legal documents under the authority of the Government, Prime Minister, and Minister to organize the implementation of the plan for decentralization of authority to resolve administrative procedures approved by the Prime Minister in Decision 1015/QD-TTg dated August 30, 2022. The Ministry of Culture, Sports, and Tourism also has other fields that are implementing decentralization plans according to the roadmap until 2025, including: Sports, Tourism, and Cultural Heritage.

- In charge of implementation: Department of Sports and Physical Training, the Vietnam National Department of Tourism, and the Department of Cultural Heritage.

- Completion deadline: according to the approved roadmap.

* Organize a review of 100% of internal administrative procedures in announced state administrative agencies (in Decision 786/QD-BVHTTDL dated March 31, 2023 and Decision 787/QD-BVHTTDL dated March 31, 2023), research, advise, and submit to the Ministry's leaders a plan to simplify, ensure reduction and simplification of at least 20% of the number of administrative procedures, and cut at least 20% of the cost of compliance with administrative procedures,

- Responsible agency: Department of Grassroots Culture, Department of Cultural Heritage, Department of Fine Arts, Photography, and Exhibition, Department of Personnel Organization, Vietnam National Tourism Administration, Department of Science, Technology, and Environment.

- Completion time: In September 2024.

* Further strengthen the appraisal of administrative procedures regulations in proposals, projects, and draft legal documents to ensure that only administrative procedures are issued that are truly necessary, reasonable, legal, and with the lowest compliance costs.

- Responsible agency: Legal Department

- Coordinating agency: Responsible agency advises on the development of legal documents, Ministry Office.

(2) Innovating the implementation and resolution of administrative procedures and provide public services to serve people and businesses

* Strictly implement sending and receiving electronic documents and process complete work documents in the electronic environment; Synchronize 100% of dossier status and administrative procedure resolution results on the ministerial-level administrative procedure resolution information system with the National Public Service Portal.

- Implementing agency: agencies and units under the Ministry.

- Coordinating agency: Information Technology Center.

* Review, evaluate, and restructure processes for online public services being integrated and provided on the National Public Service Portal, ensuring user-centered principles and, at the same time, prioritizing building, integrating, and providing interconnected online public service groups at a comprehensive level to meet the needs of people, businesses, goals, and requirements of the Government and the Prime Minister. Develop a platform to build interactive electronic application forms and declarations to resolve administrative procedures and provide online public services; complete shared categories on the National Public Service Portal.

- Responsible agency: agencies that have administrative procedures.

- Coordinating agency: Information Technology Center.

​* Focus on digitizing and cleaning data, linking the digitization of records and results of resolving administrative procedures with the implementation of receiving and resolving administrative procedures; Promote the reuse of digitized data between ministries, branches, and localities through connecting and sharing data with the personal and organizational data management warehouse on the National Public Service Portal. At the same time, promulgate a list of dossier components that must be digitized according to the provisions of Circular No. 01/2023/TT-VPCP of the Government Office.

- Responsible agency: agencies that have administrative procedures.

- Coordinating agency: Information Technology Center.

- Completion deadline: In the first quarter of 2024.

* Implement the integration, sharing, and synchronization of data among national and specialized databases, the National Public Service Portal, centralized public service provision by the Ministry of Management with the National Public Service Portal, and the information system for resolving administrative procedures at the ministry and provincial levels.

- Responsible agency: Information Technology Center.

- Coordinating agency: agencies that have administrative procedures.

* Announce and publicize administrative procedures promptly, completely, and accurately on the National Database on Administrative Procedures so that officials, civil servants, people, and businesses can know, implement, and monitor the implementation. On a monthly basis, fully compile statistics on administrative procedures that are newly promulgated, amended, supplemented, or abolished to strictly control the promulgation and implementation of administrative procedures.

- Responsible agency: Ministry Office.

- Coordinating agency: agencies that have administrative procedures.

* Organize and strictly implement the reception, handling, and removal of difficulties and problems related to regulations and administrative procedures.

- Responsible agency: agencies that have administrative procedures.

- Coordinating agency: Ministry Office.

* Organize inspection, verification, and clarification of acts of harassment, causing difficulties in resolving administrative procedures; promptly rectify the settlement of administrative procedures under the Ministry's authority.

- Responsible agency: Ministry Inspectorate.

- Coordinating agency: Ministry office, agencies with administrative procedures

* Publicize the results of assessing the quality of service to people and businesses according to Decision No. 766/QD-TTg dated June 23, 2022, of the Prime Minister on the National Public Service Portal, the Ministry-level Public Service Portal, the ministry's electronic information portal, for organizations and individuals to monitor and supervise.

- Responsible agency: Information Technology Center.

- Coordinating agency: agencies that have administrative procedures.
