Decree 170/2016/ND-CP has been signed and promulgated by the Government of Vietnam, stipulating the provisions on the publication, reception, handling, and dissemination of maritime security information.
According to Decree 170/2016/ND-CP, the announcement and change of maritime security levels fall under the authority of the following agencies:
- The Coast Guard Command is responsible for announcing or changing the maritime security level.- The Ministry of Public Security provides the necessary information to the Coast Guard Command to announce or change the maritime security level for port facilities.
Also according to Decree 170/2016/ND-CP, the Coast Guard Command is responsible for notifying the maritime security level or changes in the maritime security level to the Maritime Security Information Center. Upon receiving the information, the Center must relay it to the following organizations and individuals:
- Maritime port authorities and Inland waterway port authorities;- Security officers of the shipowner;- Competent authorities of the concerned nation, and simultaneously notify the Consular Department of the Ministry of Foreign Affairs.
