On June 9, 2015, Circular 19/2014/TT-BTNMT of the Ministry of Natural Resources and Environment stipulating detailed regulations on the appraisal of conditions for environmental monitoring service activities and certificate form will take effect.

In Article 3 Circular 19/2015/TT-BTNMT, it is stipulated that the Vietnam Environment Administration is responsible for appraising the conditions for environmental monitoring service operations, submitting to the Minister of Natural Resources and Environment for consideration and decision regarding the issuance, extension, content adjustment, re-issuance, temporary suspension of validity, revocation, and cancellation of the Certificate of Eligibility for Environmental Monitoring Service Operations (hereinafter referred to as the appraisal authority).
Furthermore, the principles of appraisal are specifically defined as follows:
- The appraisal of conditions for environmental monitoring service operations for the purposes of issuance, content adjustment, extension, re-issuance, temporary suspension of validity, revocation, and cancellation of the Certificate of Eligibility for Environmental Monitoring Service Operations is conducted based on: evaluation results and review of the dossier; actual evaluation and inspection results at the organization; and conclusions of the Appraisal Council for Environmental Monitoring Service Operations (hereinafter referred to as the Appraisal Council) as stipulated in Article 7 of this Circular.- The appraisal authority will not establish the Appraisal Council in cases where the evaluation results, review of the dossier, and actual evaluation and inspection results at the organization are sufficient to demonstrate that the organization does not meet the regulations as stipulated in Article 8, Article 9 of Decree 127/2014/ND-CP dated December 31, 2014 of the Government of Vietnam, which regulate the conditions for organizations conducting environmental monitoring services (hereinafter referred to as Decree 127/2014/ND-CP dated December 31, 2014 of the Government of Vietnam).- In cases where the appraisal authority decides not to establish the Appraisal Council, the appraisal of conditions for environmental monitoring service operations for the purposes of issuance, content adjustment, extension, re-issuance, temporary suspension of validity, revocation, and cancellation of the Certificate of Eligibility for Environmental Monitoring Service Operations is conducted based on: evaluation results and review of the dossier, and actual evaluation and inspection results at the organization.
