Journalists Operating Domestically in Press Activities Regarding the Ministry of National Defense Must Present Identification Documents

The Ministry of National Defense recently signed and promulgated Circular 03/2019/TT-BQP regulating the management of press within the Ministry of National Defense.

The operation of information and press activities of domestic journalists related to agencies and units under the Ministry of Defense is regulated by Circular 03 as follows:

- Must present a press card (if available), identity card, or citizen identity card, and one of the following documents: Introduction letter from a press agency, introduction letter from a competent political agency, or an invitation letter from the unit.- In cases where the mission or event occurs rapidly and prompt information is needed, with content that is not complex or sensitive, agencies and units proactively contact Central and local press agencies to propagate and are responsible for the content provided to the press.- Journalists traveling abroad with a delegation from the Ministry of Defense to report and propagate on the visit and work of the delegation must be under the management of the head of the delegation and officers of the External Relations Department responsible for information propaganda; upon completion of the business trip, they must report the results to the supervising agency, the press agency, and send news, articles, and photos to the Information and Education Department for propaganda purposes.
